GESTÃO DE SAÚDE PÚBLICA DENTRO DO SISTEMA PENITENCIÁRIO: A DICOTOMIA ENTRE PLANO E REALIDADE
A Legislação brasileira assegura o direito à saúde integral a todos os cidadãos, entretanto, a atenção à saúde dentro sistema penitenciário tem apresentado deficiências e falta de acesso aos serviços à população privada de liberdade. Dentro desse contexto, o objetivo do trabalho é evidenciar a desconformidade entre o plano de gestão em saúde e a realidade prática dentro do contexto penitenciário, utilizando-se de revisão bibliográfica sobre a temática. Frente aos problemas estruturais e organizacionais do sistema penitenciário, a superlotação e a falta de insumos básicos, têm causado prejuízos à vida das pessoas privadas de liberdade, dificultando o acesso aos serviços básicos de saúde e descumprindo as recomendações de execução do serviço de saúde.

Abstract:
The brazilian Legislation secures the right of full health to all citizen, however, the attention to health inside the prisional system has presented fails and lack of access to services for the population deprived of liberty. Inside this context the purpose of the work is evidence the non-conformity between the plan of health management and the practical reality inside of the penitentiary context, using literature review about the theme. In front of the structural and organizational problems of the prisional system, the overcrowding and the lack of basic resources, has caused harm to the life of people deprived of liberty, hindering the access to health basic services and not complying with the execution recommendations of the health service.
