EVIDENCIAÇÃO DE INFORMAÇÕES NA GESTÃO PÚBLICA: MAIS QUE UMA PREVISÃO LEGAL, UM INSTRUMENTO DE LEGITIMIDADE
O objetivo deste estudo é mensurar o nível de disclosure obrigatório dos maiores municípios do Brasil, nas respectivas páginas eletrônicas disponíveis na Internet, e identificar quais os aspectos que explicam este nível de evidenciação. Para mensurar o nível de disclosure obrigatório (NDO) de municípios do Brasil, constituiu-se uma variável dependente a qual corresponde a um conjunto de 40 indicadores de informações obrigatórias. E para cada possível aspecto explicativo deste nível de evidenciação, uma variável independente. Os dados foram analisados estatisticamente pelo método dos mínimos quadrados ordinários (OLS) – robusto. Os resultados indicam que nenhum município evidenciou todas as informações pesquisas. Ademais, aspectos ligados ao tamanho das cidades, o partido político do prefeito municipal e características sociais podem explicam o nível de evidenciação municipal dos municípios.

Abstract:
The aim of this study is measure to the level of mandatory disclosure of the largest municipalities in Brazil, on the respective web pages available on the Internet, and to identify the essential requirements for the existence of a disclosure index. To measure the level of mandatory disclosure (NDO) of municipalities in Brazil, a dependent variable was established which corresponds to a set of 40 mandatory information indicators. And for each possible explanatory aspect of the level of evidence, an independent variable was assigned. The data were submitted to statistical treatment using the OLS method - robust. The results indicate that no municipality has evidenced all the research information. In addition, related to the size of the cities, the political party of the municipal mayor and the characteristics can exist the municipal evidence of the municipalities.
