ESTUDO COMPARATIVO DE CIDADES PEQUENAS E MÉDIAS DA REGIÃO ADMINISTRATIVA CENTRAL DO ESTADO DE SÃO PAULO: PROCESSOS DE CRESCIMENTO PERIFÉRICO RECENTES E SEUS DESDOBRAMENTOS TERRITORIAIS.
A pesquisa analisa os recentes processos de crescimento periférico em cidades médias pertencentes à Região Administrativa Central do Estado de São Paulo (RACSP), buscando discutir os processos que envolvem a constituição das legislações urbanísticas e suas diretrizes, a partir de uma abordagem regional. Como plano metodológico, desenvolveu-se o levantamento, sistematização e espacialização de informações e dados relativos ao aparato de regulação urbana, aos aspectos sócio-demográficos e à produção habitacional empreendida mais recentemente, vinculada ao Programa Minha Casa Minha Vida, nos municípios da RACSP, para análise ou construção de questões acerca das interações que envolvem as efetivas necessidades habitacionais, aspectos territoriais e a implementação de leis, planos e políticas urbanas. Em âmbito mais local, a pesquisa procurou evidenciar os agenciamentos e modulações em torno das legislações urbanísticas vigentes, face aos processos efetivos de produção de cidades, por meio da análise do Plano Diretor e Planos Setoriais de Habitação de Interesse Social, de Mobilidade Urbana, de Saneamento e de Meio Ambiente – quando existentes – nos municípios de São Carlos, Ibaté, Araraquara e Matão. Pretende-se, dessa perspectiva, revelar aspectos importantes de análise do que, por hipótese, entende-se como processo de reconfiguração territorial nesses municípios, em chave de interpretação que discuta as especificidades do mesmo em cidades médias e pequenas do interior do estado de São Paulo, com alinhamentos nada desprezíveis envolvendo Estado e capital imobiliário.

Abstract:
The research analyzes the recent peripheral growth processes in medium-sized cities belonging to the Central Administrative Region of São Paulo State (RACSP), seeking to discuss the processes that involve the constitution of urban legislation and its guidelines, from a regional approach. As a methodological plan, the survey, systematization and spatialization of information and data related to the urban regulation apparatus, socio-demographic aspects and housing production undertaken more recently was developed, linked to the PMCMV, in the municipalities of RACSP, for analysis or construction of questions about interactions that involve real housing needs, territorial aspects and the implementation of urban laws, plans and policies. At a more local level, the research sought to highlight the assemblages and modulations around the current urban legislation, in view of the effective processes of production in cities, through the analysis of the Master Plan and Sectorial Plans for Social Housing, Urban Mobility, Sanitation and the Environment – when existing – in the municipalities of São Carlos, Ibaté, Araraquara and Matão. From this perspective, it is intended to reveal important aspects of analysis of what, by hypothesis, is understood as a process of territorial reconfiguration in these municipalities, in an interpretation key that discusses its specificities in medium and small cities in the interior of the state of São Paulo, with not negligible alignments involving the State and real estate capital.
