ESTADOS DE EXCEÇÃO E SUA REGULAMENTAÇÃO NO MÉXICO: UMA RESPOSTA JURÍDICA À PANDEMIA GLOBAL (COVID-19)?
O estado de exceção e semelhantes são casos de suspensão constitucional incluídos na própria constituição. No nosso texto constitucional (CPEUM de 1917), o artigo 29 incorpora a restrição ou suspensão do exercício dos direitos e garantias constitucionais de forma análoga a outras constituições com o nome de estado de exceção. Diante de situações de emergência global como a pandemia global causada pelo vírus COVID-19, diversos países do mundo (Espanha, França, Itália, entre outros) ativaram essas medidas.
O México poderia implementar ferramentas semelhantes a esse respeito? Neste artigo, nos comprometemos a analisar esse pressuposto, bem como a examinar essa notável instituição jurídica de uma forma mais ampla.

Abstract:
The state of exception and the like are cases of constitutional suspension included in the constitution itself. In our constitutional text (the CPEUM of 1917), article 29 incorporates the restriction or suspension of the exercise of constitutional rights and guarantees in a similar way to how other constitutions with the name of state of exception do. Faced with global emergency situations such as the global pandemic caused by the COVID-19 virus, different countries of the world (Spain, France, Italy, among others) have activated these measures.
Could Mexico implement similar tools in this regard? In this paper we undertake to analyze this assumption, as well as to examine this remarkable legal institution in a broader way.
