Abstract: Urban public passenger transport is a very important means of mobility for citizens and the development of cities. In the municipal city of Lichinga, in Niassa Province of Mozambique, there are no private entrepreneurs running the mentioned service. Lichinga city is dominated by motorbikes operators as daily taxis at a minimum cost of 50 meticais per distance. This scientific article aims to analyze the obstacles encountered by potential entrepreneurs in introducing this service in Lichinga city. This research used a mixed approach to describe the situation of urban public transport. Authorities involved in public transport and residents of the municipality were interviewed to hear their views about the problem. The following obstacles found in the introduction of urban public transport in that Municipality were assessed: lack of habit among residents; the lack of passengers for the development of such activity; lack of clear and concrete strategies for this purpose; lack of incentives for transporters to use urban public transport; insufficient vehicles to provide services and poor persistence of transport companies in introducing that service. In fact, it is suggested to the Municipal Council and the central government, through the Provincial Directorate of Transport and Communications, the mobilization of semi-collective inter-district passenger transport. It is also suggested that the Transporters' Association unites members in order to increase their business by making their vehicles available.
