EFEITOS DAS LEIS BRASILEIRAS NA PROIBIÇÃO DE UTILIZAÇÃO DE CANUDOS PLÁSTICOS: UMA ANÁLISE SOB A PERSPECTIVA DO FORNECEDOR E DO CONSUMIDOR FINAL
O surgimento do plástico foi fundamental para o desenvolvimento da sociedade moderna devido ao seu custo acessível e versatilidade. Todavia, o consumo desenfreado desse material, associado ao mau gerenciamento do seu resíduo, acarretou no aparecimento de diversos problemas ambientais. Nesse contexto, o canudo plástico descartável ganhou evidência no cenário mundial após a popularização de campanhas em mídias sociais que expunham os impactos atribuídos ao descarte indevido desse produto. Em meio a essas mobilizações, foram sancionadas leis de proibição ao uso do canudo ao redor do mundo. Para entender os efeitos da aplicação dessas leis sob a perspectiva do fornecedor e do consumidor final, bem como obter um maior entendimento sobre a consciência e responsabilidade ambiental dos públicos em estudo. Foi realizado um levantamento de dados utilizando metodologia Survey e uma análise SWOT sobre as leis de proibição de canudos. Os resultados forneceram percepções que podem ser relevantes de uma perspectiva de mercado e política. Os consumidores entrevistados são a favor de leis de proibição, enquanto que os fabricantes desacreditam na efetividade dessas medidas. Metade das empresas e 67% dos consumidores entrevistados acreditam que todos os agentes envolvidos na cadeia logística do canudo são corresponsáveis por um desenvolvimento sustentável, a saber: o consumidor, o comerciante, o fabricante e o governo. A análise SWOT indicou que as leis de veto aos canudos foram precursoras ao surgimento de outras legislações ambientais.

Abstract:
The emergence of plastic was fundamental for the development of modern society due to its affordable cost and versatility. However, the unrestrained consumption of this material, associated with the poor management of its waste, resulted in several environmental problems. In this context, the disposable plastic straw gained evidence worldwide after popularizing campaigns on social media that exposed the impacts attributed to the improper disposal of this product. During these mobilizations, laws were enacted prohibiting the use of straws around the world. In order to understand the effects of the application of these laws from the perspective of the supplier and the final consumer, as well as obtaining a greater understanding of the environmental awareness and responsibility of the target audiences, the authors carried out a survey and SWOT analysis. The results provided insights that may be relevant from a market and a political perspective. The interviewed customers favor prohibition laws, while manufacturers claim that they do not believe in the effectiveness of these measures. Half of the companies and 67% of the interviewed consumers believe that all agents (consumer, distributor, manufacturer, and the government) involved in the straw’s logistics chain are co-responsible for sustainable development. The SWOT analysis indicated that the straw veto laws were a pioneer to the emergence of other environmental legislations.
