EDUCAÇÃO EM DIREITOS HUMANOS COMO ALTERNATIVA À DOUTRINA DO CHOQUE.
Atualmente a problematização da denominada “Doutrina do choque” revela-se de suma importância, posto que contribuí para a conscientização e discussão da fragilização da democracia e dos direitos e liberdades fundamentais humanas historicamente conquistadas. O presente artigo procura analisar a denominada “Doutrina do Choque” no que tange ao seu conteúdo e à sua implementação enfatizando as suas influências enquanto uma faceta do modelo econômico neoliberal, e os desdobramentos das medidas de “choque” nos regimes democráticos contemporâneos. Nesse contexto, evidencia a relevância da concretização do direito humano à educação e da Educação em Direitos Humanos (EDH), destacando o caráter civilizador, emancipatório e alternativo da educação em e para os direitos humanos às políticas e estratégias do choque. Para tanto, empreende uma análise acerca dos delineamentos gerais da “Doutrina do choque” enfatizando os contextos de implementação na contemporaneidade, notadamente, a experiência chilena e a norte-americana. Posteriormente, procura discutir a provável transposição dessas estratégias e propostas já em curso no Brasil no âmbito econômico e social básico, com ênfase na área da educação. Por fim, reconhece a educação como um direito humano fundamental de todos, bem como a centralidade da educação para o desenvolvimento da personalidade e o fortalecimento do respeito pelos direitos humanos, amplamente assegurada em documentos e instrumentos internacionais, assim como em sede constitucional e de legislação infraconstitucional. À guisa de conclusão, procura destacar a potencialidade da Educação em Direitos Humanos (EDH) à construção de sujeitos de direitos em face do seu ínsito caráter civilizador, emancipatório e transformador da realidade social.

Abstract:
Currently, the problematization of the so-called "Shock Doctrine" is of paramount importance since it has contributed to raising awareness and discussing the fragility of democracy and the fundamental human rights and freedoms historically conquered. This article seeks to analyze the so-called "Shock Doctrine" about its content and its implementation, emphasizing its influences as a facet of the neoliberal economic model, and the consequences of "shock" measures in contemporary democratic regimes. In this context, it highlights the relevance of the realization of the human right to education and of Education in Human Rights (EDH), highlighting the civilizing, emancipatory and alternative nature of education in and for human rights to the shock policies and strategies. To this end, it undertakes an analysis of the general outlines of the “Shock Doctrine” emphasizing the contexts of implementation in contemporary times, notably the Chilean and North American experience. Subsequently, it seeks to discuss the probable transposition of these strategies and proposals already underway in Brazil in the basic economic and social sphere, with an emphasis on the area of education. Finally, it recognizes education as a fundamental human right of all, as well as the centrality of education for the development of personality and the strengthening of respect for human rights, which is widely ensured in international documents and instruments, as well as in constitutional and legislation areas. infraconstitutional. As a conclusion, it seeks to highlight the potential of Education in Human Rights (EDH) for the construction of subjects of rights in view of their unique civilizing, emancipatory and transforming social reality.
