DO SUBVERSIVO AO TRAFICANTE: O PAPEL DA GUERRA ÀS DROGAS NA CONSTRUÇÃO DO
A guinada militarizante das políticas
de “guerra às grogas” ocorrida na década de
1970 foi parte de um conjunto de medidas –
entre elas o AI-5 – para radicalizar a perseguição
política e alargar a abrangencia da vigilância
do Estado sobre o cotidiano. A implementação
destas medidas era preconizada pela Doutrina
de Segurança Nacional, formulada pela
Escola Superior de Guerra, e que foi utilizada
para justificar o Golpe Militar de 1964 no
Brasil. Traçarei portanto os contornos de uma
genealogia do “inimigo interno”, identificando-o
como uma categoria hibrida entre o criminoso
comum e o inimigo de guerra, mas também
como um personagem criado a partir da
articulação entre as categorias do “louco”,
do “anormal” e do “degenerado”. Pretendo
com isso identificar o aspecto estratégico
do dispositivo proibicionista no contexto do
terrorismo de Estado promovido pela Ditadura
Militar, a saber, de que a criminalização do
uso e comércio de determinadas plantas ou
substâncias de uso comum e habitual constituise como instrumento de perseguição política
generalizada com base em critérios morais, ao
mesmo tempo em que desempenhava a função
de propaganda moral da Ditadura Militar.

Abstract:
The militarizing turning of the 70’s
occurred in the “drug war” politics was part of
a set of measures – the AI-5 between them –
aiming to radicalize the political persecution
and to broaden the scope of State’s vigilance
of the everyday life. The implementation of
these measures was advocated by the National
Security Doctrine, formulated by the Superior
School of War and used to justify the Brazilian
military coup in 1964. I’ll therefore draw the
general traces of a genealogy of the “internal
enemy”, identifying it as a hybrid category
between the common criminal and the war
enemy, but also as a character created from
the articulation between the categories of the
“crazy”, the “abnormal” and the “degenerated”.
I thus intend to identify the strategical aspect
of the prohibitionist apparatus in the context
of the State terrorism promoted by the Military
Dictatorship, i.e., that the criminalization of
the use or of the commerce of certain plants
or substances with common or habitual use
constitutes itself as a instrument of generalized
political persecution with a strictly moral basis in
the same time as it serves as moral propaganda
for the dictatorial government.
