DISCUSSÕES TEÓRICAS E CONCEITOS BÁSICOS PARA O ENTENDIMENTO DA SECA ENQUANTO DESASTRE SOCIONATURAL NO ESTADO DO CEARÁ
A seca apresenta certa recorrência no Estado do Ceará, desencadeando danos socioambientais diversos quando ocorre em áreas onde habitam populações vulneráveis. Para compreender a seca enquanto desastre, se faz necessário entender alguns importantes conceitos, além de discussões teóricas pertinentes que envolvem desde a compreensão deste fenômeno enquanto desastre, até metodologias que permitam a identificação do mesmo. Esta pesquisa objetivou discutir os principais conceitos/concepções essenciais para o entendimento da seca enquanto desastre no Sertão Cearense. Os resultados preliminares indicam que ainda se observa certa confusão na concepção (principalmente por parte da mídia e senso comum) da seca enquanto desastre, já que é constante a ideia de culpabilizar a natureza, o que coloca por vezes a sociedade em uma situação de resignação e conformismo. Faz-se necessário compreender o fenômeno em sua essência, para que medidas preventivas sejam discutidas e desenvolvidas, criando uma cultura de convivência com o semiárido.

Abstract:
The drought shows certain reoccurrence in the state of Ceará, causing a number of socio-environmental damage when it happens in areas where vulnerable populations live. To comprehend the drought as a disaster, understanding some important concepts is necessary, besides relevant theoretical discussions that involve from the comprehension of this phenomenon as a disaster, to methodologies that allow its identification. This research aimed to discuss the main concepts/conceptions essential to the understanding of the drought as a disaster in Ceará’s Sertão. The preliminary results indicate that while it is observed a certain confusion in the conception (mainly on the part of media and common sense) of the drought as a disaster, since it is constant the idea of blaming the nature, which sometimes puts the society in a situation of resignation and conformism. It becomes necessary to understand the phenomenon in its essence, so that preventive measures are discussed and developed, creating a culture of conviviality with the semiarid.
