DIREITOS HUMANOS E HUMANIZAÇÃO DO CUIDADO EM SAÚDE MENTAL: O QUE PENSAM COORDENADORES DE INSTITUIÇÕES DA REDE DE ATENÇÃO PSICOSSOCIAL?
A constituição do Movimento de Luta Antimanicomial (MLA) relacionou-se às denúncias de violações de direitos humanos e à defesa da atenção humanizada. O Movimento denunciou os fundamentos sociais, políticos e ideológicos da institucionalização da loucura e da exclusão das pessoas com transtornos mentais do convívio social. Desde então, a luta por direitos e pelo cuidado humanizado sustenta o modelo de atenção psicossocial e a organização da rede de atenção psicossocial (RAPS). O presente estudo investigou as percepções de coordenadores das instituições especializadas em saúde mental de município do interior de Minas Gerais sobre direitos humanos (DH) e suas relações com a atenção humanizada às pessoas com transtornos mentais. De caráter descritivo e exploratório, o estudo foi desenvolvido com metodologia qualitativa. Os coordenadores responderam ao questionário de caracterização sócio demográfica e concederam entrevistas. A análise de conteúdo temática resultou em duas categorias: DH e Humanização. De modo amplo, os participantes refletiram sobre DH como direitos de quaisquer pessoas, para além de sua condição de saúde. Ampliaram sua abordagem no campo da saúde mental enfatizando o direito à singularidade; o acesso à bens e serviços como direitos sociais e o rompimento de estigmas e preconceitos. Nesta seara, advogaram a atuação dos profissionais na defesa de direitos das pessoas com transtornos mentais. A humanização da atenção desdobra-se, segundo os coordenadores, no reconhecimento do outro como sujeitos; no empoderamento dos sujeitos; na construção de vínculos; no acolhimento e escuta sem preconceitos e na construção de uma clínica antimanicomial. As perspectivas dos coordenadores da RAPS estão em sinergia com a reforma psiquiátrica e o modelo de atenção psicossocial para os quais a atenção humanizada é indissociável dos DH. A ampliação do debate com usuários, trabalhadores e comunidade é primordial para superar estigmas, efetivar direitos e fortalecer o modelo de atenção.

Abstract:
The constitution of the Anti-Manicomial Movement reports human rights violations and defends humanized care. The Movement denounced the social, political and ideological fundamentals of the institutionalization of insanity and the exclusion of people with mental disorders from social life. Thereafter, the fight for rights and humanized care has supported the psychosocial care model and the organization of the psychosocial care network. The present study investigated perceptions of the coordinators of institutions specialized in mental health in a municipality of Minas Gerais about human rights and their relations with humanized care for people with mental disorders. Descriptive and exploratory, the study was developed with qualitative methodology. The coordinators answered the socio-demographic characterization questionnaire and granted interviews. The analysis resulted in two categories: human rights and humanization. More generally, participants reflected on human rights as the rights of anyone, to beyond their health condition. They expanded their approach in the field of mental health, emphasizing the right to singularity; access to goods and services such as social rights and breaking stigma and prejudice. In this area, they advocated the role of professionals in the defense of the rights of people with mental disorders. The humanization of care unfolds, according to the coordinators, in the recognition of the other as individuals; in the empowerment of those individuals; in building bonds; in welcoming and listening without prejudice and in building an anti-manicomial clinic. The perspectives from the coordinators of the organization of the psychosocial care network are in synergy with psychiatric reform and the psychosocial care model for which humanized care is inseparable from human rights. The expansion of this debate with users of mental health institutions, workers and the community is a primordial movement to overcome stigmas, implement the rights of people with mental disorders and strengthen the model of assistance.
