DESENVOLVIMENTO REGIONAL E MERCADO DE TRABALHO FORMAL: UMA ANÁLISE NA REGIÃO DO VALE DO PARANHANA/RS A PARTIR DA REFORMA TRABALHISTA (LEI N. 13.467/2017)
Este trabalho se propõe a analisar o desenvolvimento regional e o mercado de trabalho formal na região do Vale do Paranhana/RS a partir da Reforma Trabalhista (Lei n. 13.467/2017). Desde a publicação da nova lei o tema vem causando discussões importantes, já que a busca por esse instrumento regulador resultou da gradativa modernização das relações de trabalho, da necessidade de combater o desemprego e da crise econômica no Brasil. Assim, a análise da evolução do emprego formal regional pode auxiliar na compreensão das possibilidades de desenvolvimento e alternativas para a valorização de sua potencialidade, bem como indicar possíveis ações em busca de benefícios coletivos. O presente tema mostra-se de grande importância para iniciar um debate e não encerrar com conclusões definitivas, sobre os impactos gerados a partir da Reforma Trabalhista no mercado de trabalho formal na região sob análise, principalmente tendo em vista as transformações econômicas pelas quais vem passando essa região nos últimos tempos, especialmente pelo desempenho menos favorável do setor calçadista. A presente pesquisa é exploratória e bibliográfica, assumindo a forma de um estudo de caso. Como resultados, verificou-se que as promessas da nova legislação não trouxeram os efeitos desejados em relação à geração de novos postos de emprego formal, mas sim a precarização das relações laborais. Além disso, trouxe insegurança jurídica na atuação dos tribunais para colocar as mudanças em prática.

Abstract:
This work aims to analyze regional development and the formal labor market in the region of Vale do Paranhana/RS from the Labor Reform (Law n. 13.467/2017). Since the publication of the new law, the issue has caused important discussions, since the search for this regulatory instrument resulted from the gradual modernization of labor relations, the need to combat unemployment and the economic crisis in Brazil. Thus, the analysis of the evolution of regional formal employment can help in understanding the possibilities of development and alternatives for the valorization of its potential, as well as indicating possible actions in search of collective benefits. The present theme is of great importance to start a debate and not end with definitive conclusions, about the impacts generated from the Labor Reform in the formal labor market in the region under analysis, mainly in view of the economic transformations that it has been going through this region in recent times, especially due to the less favorable performance of the footwear sector. The present research is exploratory and bibliographic, taking the form of a case study. As partial results, it was found that the promises of the new legislation did not bring the desired effects in relation to the generation of new formal jobs, but the precariousness of industrial relations. In addition, it brought legal uncertainty in the performance of the courts to put the changes into practice.
