DA CRISE HUMANITÁRIA À CRISE SANITÁRIA NO SISTEMA CARCERÁRIO DO PAÍS: FOCO NA SITUAÇÃO DA CADEIA PÚBLICA DE PORTO ALEGRE/RS DURANTE A PANDEMIA.
Além de apresentar os problemas estruturais e sistêmicos constatados no sistema carcerário nacional e, especificamente, na Cadeia Pública de Porto Alegre, o presente artigo trata das medidas sanitárias exaradas pelos órgãos públicos e entidades da sociedade civil organizada, para o enfrentamento da pandemia, questionando quanto à sua efetiva implantação no sistema da casa prisional em comento. Ademais, apresenta as dissintonias desses agentes públicos e privados, em suas ações, tendentes a evidenciar a falta de uma coordenação geral dessas medidas, indicando que a crise sanitária pode se converter em crise humanitária, por mais essa agressão aos direitos humanos fundamentais, no sistema de justiça criminal, ao expor os apenados ao contágio com o coronavírus, onde tais medidas se mostraram ou ineficientes, ou inexistentes.

Abstract:
In addition to presenting the problems appear and systems found in the national prison system and, specifically, in the Porto Alegre Public Jail, this article deals with the sanitary measures taken by public bodies and organized civil society entities, to face the pandemic, questioning how much to its effective implantation in the system of the prison house under review. In addition, it presents these public and private agents with disagreements, in their actions, tending to highlight the lack of general coordination of these measures, indicating that the health crisis can become a humanitarian crisis, despite this aggression to fundamental human rights, in the system criminal justice, by exposing those sentenced to contagion with the coronavirus, where such measures feel either inefficient, or nonexistent.
