CRESCIMENTO DO SETOR DA CONSTRUÇÃO CIVIL EM SINOP/MT E SUA RELAÇÃO COM OS PRINCIPAIS IMPOSTOS (ISSQN E INSS)
Sinop é uma cidade do interior do estado de Mato Grosso, relativamente nova (45 anos), de médio porte, e se destaca pelos seus elevados índices de desenvolvimento. Foi considerada uma das melhores cidades para se investir no cenário brasileiro. Uma métrica para contabilizar o crescimento no setor da Construção Civil é a quantidade de “Alvarás de Construção” emitida no ano pelo município, documento este que autoriza o início da construção e finaliza com a emissão da "Carta de Habitação" ou "Habite-se”. No município de Sinop/MT, tem-se observado grandes discrepâncias entre a quantidade de “Alvarás de Construção” e “Habite-ses” emitidos, de modo que este tem apresentado menores quantidades que aquele. Um dos aspectos que isso implica é na arrecadação de impostos relacionados às construções. Dado o exposto, essa pesquisa tem como objetivo analisar e comparar a quantidade de “Alvarás de Construção” e “Habite-ses” emitidos no período de janeiro de 2017 a dezembro de 2019. Em seguida, realizar uma estimativa do montante dos dois principais impostos envolvidos na construção (ISSQN e INSS). Correlacionou-se os documentos emitidos (“Alvarás de Construção” e “Habite-ses”) com a arrecadação dos impostos totais, e estimou-se a parcela sem a certeza de arrecadação pela quantidade de “Habite-ses” não emitidos, consequentemente, não averbados. Observou-se que o setor da Construção Civil cresce ano após ano, representando uma parcela significativa na totalidade dos impostos arrecadados, e constitui-se em um gargalo na arrecadação do INSS.

Abstract:
Sinop is a city from the interior of the Mato Grosso state, a relatively new city (45 years old), medium-sized, and stands out for its high development rates. It was considered one of the best cities to invest in the Brazilian scenario. A metric to account for the Civil Construction sector growth is the quantity of “Alvarás de Construção” (construction permits) issued in the year by the municipality, a document that authorizes the beginning of constructions and ends with the issuance of the “Habite-ses” (permits to dwell). In the municipality of Sinop/MT, significant discrepancies have been observed between the number of “Alvarás de Construção” and “Habite-ses” issued, so that this has shown smaller amounts than that. One of the aspects that this implies is in the collection of construction-related taxes. Given the above, this research aims to analyze and compare the amount of “Alvarás de Construção” and “Habite-ses” issued from January 2017 to December 2019. Then, make an amount estimative of the two principals taxes involved in the construction (ISSQN and INSS). The documents issued (“Alvarás de Construção” and “Habite-ses”) were correlated with the total taxes collection, and it was estimated the portion that there is no certainty of collection by the amount of “Habite-ses” not issued, consequently, not registered. It was observed that the Civil Construction sector grows year after year, representing a significant portion in the totality of collected taxes, and constitutes a bottleneck in the collection of the INSS.
