CONSTRUÇÃO DAS DIRETRIZES ESTADUAIS PARA O ATENDIMENTO ESCOLAR DE ADOLESCENTES E JOVENS EM CUMPRIMENTO DE MEDIDA SOCIOEDUCATIVA
A Secretaria de Educação do Estado de Mato Grosso (SEDUC), no ano de 2017, publicou a Portaria nº 444/2017/GS/SEDUC/MT, de 01 de novembro de 2017, substituída pela Portaria nº 679/2018/GS/SEDUC/MT - publicada no DOE em 09/11/2018, instituindo a comissão interinstitucional responsável pela formulação da Política de Educação para o Sistema Socioeducativo do estado. Por sua vez, a comissão instituiu um Grupo de Trabalho (GT) composto por profissionais da Secretaria de Estado de Educação (SEDUC), da então extinta Secretaria de Justiça e Direitos Humanos, dos Conselhos Regionais de Psicologia e do Serviço Social, Conselho Estadual de Educação, Secretaria de Estado de Trabalho e Assistência Social e da Universidade do Estado de Mato Grosso. O trabalho do GT iniciou com levantamento de dados nos sistemas de informação das medidas socioeducativas a fim de identificar as características do público atendido nas medidas de liberdade assistida, prestação de serviços à comunidade e de internação referentes ao ano de 2017. A construção dessa política revela o entendimento do princípio da incompletude institucional e da intersetorialidade por parte dos atores envolvidos e só foi possível devido ao trabalho em equipe desses atores. Criar um calendário de reuniões, realizar estudos e pesquisas, dedicar-se até mesmo em feriados e finais de semana para entregar o produto final, sem dúvida, fortalece a noção de que a atuação em rede requer trabalho coletivo e que, quando isso é internalizado, o resultado é visível e o público atendido tem seus direitos assegurados também no âmbito da formulação de políticas públicas.

Abstract:
The Department of Education of the State of Mato Grosso (SEDUC), in 2017, published Ordinance n. 444/2017/GS/SEDUC/MT, of November 1, 2017, replaced by Ordinance n. 679/2018/GS/SEDUC /MT - published in the DOE on 11/09/2018, establishing the interinstitutional commission responsible for formulating the Education Policy for the State's Socio-Educational System. In turn, the commission established a Working Group (WG) composed of professionals from the State Department of Education (SEDUC), the then extinct Department of Justice and Human Rights, the Regional Councils of Psychology and Social Service, State Council of Education, Secretary of State for Labor and Social Assistance and the University of the State of Mato Grosso. The work of the WG began with data collection in the information systems of socio-educational measures in order to identify the characteristics of the public served in the measures of assisted freedom, provision of services to the community and hospitalization for the year 2017. The construction of this politics reveals the understanding of the principle of institutional incompleteness and intersectoriality by the actors involved was only possible due to the teamwork of these actors. Creating a calendar of meetings, conducting studies and research, even dedicating oneself to holidays and weekends to deliver the final product, undoubtedly strengthens the notion that networking requires collective work and that, when this is internalized, the result is visible and the public served has their rights guaranteed also in the context of the formulation of publics politics.
