Abstract: This study analyzes the structure and function of municipal public advocacy in Barra do Garças (MT), highlighting the impacts of changes introduced by the 2023 Constitutional Amendment to the State Constitution of Mato Grosso. The primary objective is to evaluate how these legislative changes influence institutional autonomy and the effectiveness of public advocacy in promoting the Democratic Rule of Law and defending citizens' fundamental rights. The research adopts an exploratory methodology with a qualitative approach, grounded in the analysis of legal documents, doctrines, legislation, and jurisprudence. The study also includes an ex-post facto review of classical and contemporary legal literature, contextualizing the evolution of municipal public advocacy in Brazil. The results demonstrate that the constitutionalization of the municipal public attorney career strengthens local governance, ensures greater legal autonomy, and fosters a justice model aligned with the principle of consensuality. This principle is presented as an effective solution to mitigate excessive litigation and encourage collaborative strategies, such as the Multi-Door Justice model, enhancing the speed and efficiency of conflict resolution. Furthermore, the legislative changes are identified as essential for building a transparent, equitable, and efficient public administration. Municipal public advocacy plays a strategic role in safeguarding public interests and consolidating the democratic regime, underscoring its relevance as a central pillar in promoting social justice and sustainable local development.
