CONSELHO ESCOLAR E GESTÃO DEMOCRÁTICA DE ESCOLA DA REDE PÚBLICA DE ENSINO NA PERSPECTIVA DA FORMAÇÃO HUMANA INTEGRAL DA EDUCAÇÃO PROFISSIONAL E TECNOLÓGICA
O presente artigo é parte preliminar de uma pesquisa teve como objetivo
contribuir com o processo de implementação e fortalecimento do conselho escolar
da rede pública municipal de ensino. Para tanto, foram analisados fontes e
instrumentos que abordam a participação efetiva do conselho escolar em uma
gestão democrática de escolas da rede pública de ensino na perspectiva de uma
formação humana integral da Educação Profissional e Tecnológica. Tratou-se de
uma abordagem metodológica qualitativa, e para atingir o objetivo proposto foi
utilizada a pesquisa exploratório-descritiva, a partir da revisão teórica e documental,
identificando a importância da participação da comunidade escolar na gestão das
escolas, pois evidencia a transparência e dá legitimidade aos processos, favorece a
democratização, permitindo a criação de espaços de reivindicações e situações que
envolvem a melhoria no processo de ensino e aprendizagem dos alunos e da
comunidade escolar, fazendo com que todos os segmentos da comunidade exerçam
sua palavra dentro da escola e compartilhem do processo de tomadas de
decisão, favorecendo assim, a prática efetiva da gestão democrática. Uma das
contribuições deste trabalho foi oferecer às Secretarias Municipal de Educação e as
escolas a possibilidade de estabelecer Conselhos Escolares fortalecidos, bem como
reorganizar aqueles que já estão constituídos, pautados em uma abordagem de uma
formação humana integral.

Abstract:
This article is a preliminary part of a research aimed at contributing to
the process of implementation and strengthening of the school council of the
municipal public school system. To do so, sources and instruments were analyzed
that address the effective participation of the school council in a democratic
management of public schools in the perspective of an integral human formation of
Vocational and Technological Education. It was a qualitative methodological
approach, and to achieve the proposed objective, exploratory-descriptive research
was used, based on theoretical and documentary review, identifying the importance
of the participation of the school community in the management of schools, as it
evidences transparency and gives legitimacy to processes, favors democratization,
allowing the creation of spaces for claims and situations that involve the improvement
in the teaching and learning process of students and the school community, making2
all segments of the community exercise their word within the school and share of the
decision-making process, thus favoring the effective practice of democratic
management. One of the contributions of this work was to offer the Municipal
Departments of Education and schools the possibility of establishing strengthened
School Councils, as well as reorganizing those that are already constituted, based on
an approach of an integral human formation.
