CONFIGURAÇÃO DE POLITICAS PÚLICAS E DIREITOS SOCIAIS NO MEIO RURAL BRASILEIRO
O objeto de análise do artigo em questão é analisar a configuração dos direitos sociais e políticas públicas destinados à população rural. Desenvolve-se em dois movimentos: primeiro, situa a discussão entre Estado e Políticas Públicas, relacionando-os com o sistema capitalista e a participação da sociedade civil na construção da proteção social brasileira; segundo, discorre sobre o lugar do rural no desenho das políticas públicas no Brasil, o qual é estrutural em sua essencialidade na produção agropecuária. Traz, ainda, uma reflexão sobre a necessidade de políticas efetivas voltadas para a transformação estrutural e cultural que contribua para a diminuição da relação dicotômica entre Urbano e Rural. É uma pesquisa bibliografica com base no metódo critico dialético o qual busca analisar as contradições importas pelo sistema capitalista.

Abstract:
The object of analysis of the article in question is to analyze the configuration of social rights and public policies for the rural population. It develops in two movements: first, it situates the discussion between the State and Public Policies, relating them to the capitalist system and the participation of civil society in the construction of Brazilian social protection; second, it discusses the place of the rural in the design of public policies in Brazil, which is structural in its essentiality in agricultural production. It also brings a reflection on the need for effective policies aimed at structural and cultural transformation that contributes to the reduction of the dichotomous relationship between Urban and Rural. It is a bibliographical research based on the critical dialectic method which seeks to analyze the contradictions imposed by the capitalist system.
