Abstract: This work aims to analyze the National Literacy Policy (2019) and its considerations on literacy in Brazil. We seek to understand the constitution of literacy in the country from historical periods in Brazil, which we consider fundamental for understanding how literacy is understood and how old practices are still brought to the contemporary context as "novelty". Understanding and relating old and new methods is essential to avoid failure in this important process for the subjects: literacy. We understand the need to analyze the PNA, analyzing old literacy practices. We resorted to Soares' concepts, as well as the considerations of the National Common Curricular Base (BNCC, 2017) and the foundations of the National Curricular Parameters (1997). We conclude that the imposition of a literacy method is ineffective and we consider literacy as the foundation for an active and critical social life.
