COMENTÁRIOS AO DECRETO Nº 10.468/2020
O Decreto nº 9.013/2017 regulamenta a inspeção sanitária de produtos de origem animal e foi recentemente alterado pelo Decreto nº 10.468/2020, que alterou ou incluiu 155 dispositivos e revogou total ou parcialmente 39 artigos do Decreto nº 9.013/2017. O presente estudo tem por objetivo analisar as principais alterações normativas instituídas pelo Decreto nº 10.468/2020 em três frentes: quanto a normas aplicáveis a todos os produtos de origem animal, especificamente quanto ao leite e derivados e no âmbito do processo administrativo sancionatório. Concluiu-se que o Decreto nº 10.468/2020 trouxe no mínimo 21 modificações importantes, dentre elas avanços e retrocessos.

Abstract:
Decree nº 9.013/2017 regulates the health inspection of products of animal origin and was recently amended by Decree nº 10.468/2020, which altered or included 155 devices and revoked all or part of 39 articles of Decree nº 9.013/2017. The present study aims to analyze the main normative changes instituted by Decree nº 10.468/2020 on three fronts: regarding rules applicable to all products of animal origin, specifically regarding milk and dairy products and within the scope of the administrative sanctioning process. It was concluded that Decree nº 10.468/2020 brought at least 21 important changes, including advances and setbacks.
