CÓDIGOS DE ÉTICA Y CONDUCTA, HERRAMIENTAS FUNDAMENTALES PARA LA ADMINISTRACIÓN PÚBLICA MUNICIPAL
Pese a que el Estado de Morelos es uno de los más pequeños de la República Mexicana, sus municipios presentan características distintas en cuanto a clima, tamaño, actividades económicas preponderantes, tradiciones, recursos naturales, etc., pero tienen algo en común: de acuerdo con información pública, no cuentan o no concluyen el procedimiento de publicación de herramientas o instrumentos de control interno que son fundamentales para la realización de las actividades cotidianas de la Administración Pública Municipal. Es tal la importancia del control interno en los municipios, que la Constitución Política de los Estados Unidos Mexicanos, en su artículo 115, faculta a las legislaturas de los estados para generar la normatividad, apegada a derecho, en materia municipal: reglamentos, circulares y disposiciones administrativas de observancia general, que regulen los procedimientos, funciones y servicios públicos que integran la administración pública municipal. El objetivo de este trabajo es generar una Guía, que permita a las autoridades responsables, conocer los procesos, la normatividad relacionada con el control interno y los beneficios de convertirse en una administración conocedora de sus compromisos con resultados en beneficio de la ciudadanía. La metodología consistió en una revisión exhaustiva de las Leyes, Reglamentos y Lineamientos relacionados con el tema para posteriormente realizar entrevistas con el personal del Ayuntamiento en cuestión, con la finalidad de elaborar un Código de Ética y Conducta congruente con la cultura organizacional del municipio para posteriormente darlo a conocer a todo el personal. Esta herramienta proporciona múltiples beneficios al promover un ambiente de respeto basado en la integridad que genera, al interior, una atmósfera más pacífica donde trabajar y al exterior la confianza de la sociedad.

Abstract:
Although the State of Morelos is one of the smallest in the Mexican Republic, its municipalities have different characteristics in terms of climate, size, preponderant economic activities, traditions, natural resources, etc., but they have something in common: According to public information, they do not have internal control tools or instruments that are fundamental for carrying out the daily activities of the Municipal Public Administration. The importance of internal control in municipalities is such that the Political Constitution of the United Mexican States, in its article 115, empowers the state legislatures to generate regulations, attached to law, in municipal matters: regulations, circulars and administrative provisions of general observance, which regulate the procedures, functions and public services that make up the municipal public administration. The objective of this work is to generate a Guide that allows the responsible authorities to know the processes, the regulations related to internal control and the benefits of becoming an administration that is aware of its commitments with results for the benefit of citizens. The methodology consisted of an exhaustive review of the Laws, Regulations and Guidelines related to the subject to later conduct interviews with the personnel of the City Council in question, with the purpose of elaborating a Code of Ethics and Conduct consistent with the organizational culture of the municipality for later make it known to all staff. This tool provides multiple benefits by promoting an environment of respect based on integrity that generates, internally, a more peaceful atmosphere in which to work and externally, the trust of society.
