CHARTER SCHOOLS E CONTRATOS DE GESTÃO NA EDUCAÇÃO: DEBATENDO SOBRE LIMITES E POSSIBILIDADES PARA A EDUCAÇÃO BRASILEIRA
Discute-se aqui a proposta de
escolas charter e se apresentam alguns
indícios que apontam para a tendência de
proposição do modelo para redes municipais e
estaduais brasileiras. Faz-se uso de pesquisa
documental e bibliográfica com o objetivo de
compreender suas influências no movimento de
expansão das propostas de charter no Brasil,
e principalmente, como esse movimento se
configura. Apesar de sua não implementação,
a política de contratos de gestão formulada em
Goiás serve como mola mestra para o debate
em torno do assunto e fornece informações
importantes. Discorre-se também sobre outros
indícios que ajudam a pensar a respeito
da questão, como experiências de outros
estados e modificações na legislação que, se
concretizadas, permitiriam o florescimento
da proposta. As experiências de adoção dos
modelos charter ajudam a compreender o papel
que esse tipo de política pode ter na educação
brasileira. Paralelamente, a legislação nacional
apresenta elementos que obstaculizam a
implantação de políticas semelhantes, porém, a
pesquisa identificou movimentos no sentido de
acolher a maior participação de organizações
sociais na prestação de serviços públicos
educacionais.

Abstract:
We discuss the proposal of
charter schools and present some indications
that point to the tendency of proposition of the
model for Brazilian education. Documentary and
bibliographic research is used to understand its
influence on the expansion of charter proposals
in Brazil, and especially, how this movement is
configured. Despite its non-implementation, the
policy of management contracts formulated in
Goiás serves as a mainspring for the debate
around the subject and provides important
information. There are also other clues that help
to think about the issue, such as the experiences
of other states and changes in legislation that,
if implemented, would allow the proposal to
flourish. The experiences of adopting charter
models help to understand the role that this
type of policy can have in Brazilian education.
At the same time, national legislation presents
elements that impede the implementation of
similar policies, but the research identified
movements in order to accommodate the
greater participation of social organizations in
the provision of public educational services.
