CARACTERÍSTICAS DA LOGÍSTICA E DAS COMPRAS GOVERNAMENTAIS BRASILEIRAS DE MATERIAL DE CONSUMO DO PONTO DE VISTA DE SUA JURISPRUDÊNCIA
As aquisições públicas de material de consumo, parte integrante da logística governamental, são regulamentadas pela legislação sobre licitação pública. A partir da revisão de literatura e da análise de conteúdo da jurisprudência sobre compras governamentais foram identificados os elementos integrantes das características dessa área logística no Brasil. O escopo deste estudo abrange as aquisições governamentais de material de consumo, passíveis de previsão, controle e planejamento em ciclos anuais. A contribuição desse artigo está na junção entre jurisprudência e melhores práticas de administração, haja vista que há uma predominância do enfoque legal predominante na gestão pública. Entre os resultados esperados está a apresentação da legislação sobre compras governamentais de material de consumo, bem como sua interface com as teorias sobre logística e gestão da cadeia de suprimentos.

Abstract:
Public procurement of consumables, an integral part of government logistics, is regulated by public procurement legislation. From the literature review and content analysis of the jurisprudence on government procurement, the elements that comprise the characteristics of this logistics area in Brazil were identified. The scope of this study covers government procurement of consumable material, subject to forecast, control, and planning in annual cycles. This article's contribution is in the junction between jurisprudence and best management practices since there is a predominance of the predominant legal focus in public management. Among the expected results is the presentation of legislation on consumables' government procurement and its interface with theories on logistics and supply chain management.
