CAPITAL TRABALHO E ESTADO NA POLÍTICA PÚBLICA DE NEGOCIAÇÃO COLETIVA NO AGRONEGÓCIO: trilhas de uma pesquisa no Estado do Piauí
Negociações coletivas de trabalho são dispositivos legais do âmbito da política pública do trabalho, no Brasil, como em outras partes do mundo, com reconhecimento da Organização Internacional do Trabalho (OIT). Realizam-se através da mediação entre Estado, iniciativa privada, e trabalhadores(as) urbanos ou rurais, em instâncias políticas de participação formal nas quais capital e trabalho fazem-se representar pelos respectivos sindicatos. No Estado do Piauí, a primeira “Convenção da soja”, no âmbito da política pública de negociação coletiva do trabalho, data dos anos de 1990, visando a legitimar decisões tomadas em negociações relacionadas a salário e outras condições de trabalho, no agronegócio do complexo carnes/grãos para exportação. A análise de atores e processos nesse campo de disputas permite melhor compreender particularidades de uma trajetória na qual se destacam não só o papel regulador do Estado e limites do próprio Direito do Trabalho frente à incontornável aporia fundante das relações entre capital e trabalho, mas, ainda, como atuam trabalhadores(as) assalariados(as), no âmbito dos limites e possibilidades da ação sindical, sobretudo, em um contexto de crescente prevalência do negociado sobre o legislado.

Abstract:
Collective labor negotiations are legal provisions within the scope of public labor policy, in Brazil, as in other parts of the world, with recognition from the International Labor Organization (ILO). They take place through mediation between the State, private initiative, and urban or rural workers, in political instances of formal participation in which capital and labor are represented by the respective unions. In the State of Piauí, the first “soy convention”, within the scope of the public collective bargaining policy, dates from the 1990s, aiming to legitimize decisions made in negotiations related to wages and other working conditions, in the agribusiness of meat/grains for export. The analysis of actors and processes in this field of disputes allows us to better understand the particularities of a trajectory in which the State's regulatory role and the limits of Labor Law itself stand out in the face of the unavoidable fundamental aporia of the relations between capital and labor, but still, how salaried workers work, within the limits and possibilities of union action, above all, in a context of increasing prevalence of the negotiated over the legislated.
