CAMPINAS, “A CIDADE MAIS SURPREENDENTE DO BRASIL”: ENTRE OS ÍNDICES METROPOLITANOS E AS LEIS MUNICIPAIS
O objetivo do texto é estabelecer um diálogo entre a maneira como Campinas tem vendido a sua imagem, por meio de índices que a distinguem de outros municípios e a realidade que expõe um município desigual que elabora leis que vão na contramão desta imagem enaltecida. Esse diálogo foi elaborado de três formas: primeiro foi realizada uma análise do IBEU (Índice de Bem-Estar Urbano), detalhando o modo como Campinas e sua Região Metropolitana foram apontadas no índice; em seguida houve uma apreciação da lei que Campinas aprovou recentemente, que dispõe sobre a qualificação de entidades, como organizações sociais; e, então, foi realizada uma discussão sobre como a produção do espaço urbano tem sido apreendida pelo IBEU, pelas Leis Municipais e as contradições que surgem da relação índices-realidade.

Abstract:
The aim of the text is to establish a dialogue between the way Campinas has sold its image, through indexes that distinguish it from other municipalities, and the reality that exposes an unequal municipality that draws up laws that go against this exalted image. This dialogue was elaborated in three ways: first, an analysis of the IBEU (Urban Welfare Index) was carried out, detailing how Campinas and its Metropolitan Region were identified in the index; then there was an assessment of the law that Campinas recently has approved, which provides for the qualification of entities, such as social organizations; and, then, there was a discussion held about how the production of urban space has been apprehended by IBEU, by Municipal Laws and the contradictions that arise from the index-reality relationship.
