AS ASSOCIAÇÕES DE MUNICÍPIOS E AS POLÍTICAS DE NATUREZA PRIVADA NA EDUCAÇÃO PÚBLICA: ANÁLISES PRELIMINARES

Este artigo aborda aspectos sobre a relação público-privada na educação

em municípios da mesorregião oeste de Santa Catarina, incorporando ao debate, as

Associações de Municípios (AM). Para tanto, tem como objetivo analisar que relação

guardam as AM, por meio dos Colegiados de Educação, com as políticas públicas

educacionais de natureza privada. O interesse pelo tema se manifesta pela

acentuada presença de sistemas privados de ensino, em especial dos apostilados,

em redes públicas municipais das cidades do oeste catarinense. A governança e os

indicadores do Índice de Desenvolvimento da Educação Básica (IDEB) integram o

debate, pois fazem parte do quadro analítico que compõe a totalidade necessária à

análise inicialmente proposta. O trabalho aponta que, embora os Colegiados de

Educação das AM representem a governança, não possuem influência direta na

adoção de sistemas privados de ensino.

Abstract:
This article discusses aspects about the public-private relationship in

education in municipalities of the western mesoregion of Santa Catarina,

incorporating to the debate the Associations of Municipalities (AMs). Therefore, it has

the purpose of analyzing the relationship that is hold by the AMs through the Board

of Education, and public educational policies of a private nature. The interest in this

theme is expressed by the strong presence of private education systems, especially

the notarized ones, in municipal public networks in the cities of western Santa

Catarina. The governance and indicators of the Basic Education Development Index

(IDEB) are part of the debate, as they form part of the analytical framework that

makes up the necessary totality for the initially proposed analysis. The study points

out that, although the AM Boards of Education represent governance, they do not

have a direct influence on the adoption of private education systems.
