ARTICULAÇÃO ENTRE AVALIAÇÃO E PLANEJAMENTO INSTITUCIONAL NA UNIVERSIDADE PÚBLICA
São dois instrumentos que se
tornaram determinantes dentro da organização
do sistema de educação superior brasileiro: o
Plano de Desenvolvimento Institucional (PDI)
e a Avaliação Institucional (AI), seja interna
(autoavaliação) ou externa (supervisão). A prática
de elaboração do Plano de Desenvolvimento
Institucional (PDI) pelas Universidades
brasileiras encontra-se no terceiro ciclo, a
contar da implantação do SINAES em 2004,
mas na Fundação Universidade Federal de
Rondônia (UNIR), a realidade foi diferente. Em
2014 foi a primeira experiência da Universidade
na construção de um PDI, tal como estabelecido
no Art. 16 do Decreto nº 5773/2006 e outros
dispositivos legais, conforme demonstraram a
revisão do histórico institucional e os relatórios
da avaliação interna realizada pela Comissão
Própria de Avaliação (CPAv) em 2006 e ao
término de 2013 (UNIR, 2013). Este aspecto
é o que torna esta experiência de interesse
acadêmico. No geral, as avaliações internas e
externas são realizadas com base no PDI, o que
não ocorre na UNIR. A primeira vez será quando
da revisão do primeiro PDI, em 2018. A inversão
da racionalidade prevista na gestão acadêmica
da UNIR na concepção destes instrumentos,
permitem reflexões sobre possibilidades no
uso e concepção da avaliação institucional e
da relação desta com a construção e gestão
do PDI nas Instituições de Ensino Superior
(IES). Trata-se de compartilhar e produzir uma
reflexão sobre esta experiência.

Abstract:
There are two instruments
that have become determinants within the
organization of the Brazilian higher education
system: the Institutional Development Plan
(IDP) and the Institutional Assessment (IA),
whether internal (self-evaluation) or external
(supervision). The practice of developing the
Institutional Development Plan (IDP) by the
Brazilian Universities is in the third cycle, since
the implementation of SINAES in 2004, but at
the Federal University of Rondônia Foundation
(UNIR), the reality was different. In 2014 it was the first experience of the University in
the construction of a PDI, as established in Art. 16 of Decree 5773/2006 and other legal
provisions, as demonstrated by the revision of the institutional history and the reports
of the internal evaluation carried out by the Evaluation (CPAv) in 2006 and at the end
of 2013 (UNIR, 2013). This aspect is what makes this experience of academic interest.
In general, internal and external evaluations are performed based on the PDI, which
does not occur in the UNIR. The first time will be the revision of the first IDP in 2018.
The inversion of the expected rationality in the academic management of UNIR in the
design of these instruments allows reflections on possibilities in the use and design of
the institutional evaluation and its relation with the construction and management of
the IDPs in Higher Education Institutions (HEIs). It is about sharing and producing a
reflection on this experience.
