APOIO MATRICIAL E INSTITUCIONAL ENTRE REDES E POLÍTICAS PÚBLICAS: desafios ao SUS e ao SUAS
O objetivo deste capítulo-intervenção é apontar alguns dos desafios que o exercício do Apoio Matricial e Institucional entre redes e políticas públicas impõem ao Sistema Único de Saúde/SUS e ao Sistema Único de Assistência Social/SUAS. A produção dos nexos Análise Institucional-Saúde Mental-Saúde Coletiva-Serviço Social é ponto comum entre os autores-atores aqui reunidos. A transversalidade, a intersetorialidade e a transdisciplinaridade são alguns dos desafios da atuação entre redes e políticas públicas e sociais. É a partir da institucionalização da Política Nacional de Humanização/PNH-Humaniza-SUS no Ministério da Saúde que o Apoio Matricial e Institucional se formaliza por dentro de uma política pública. A questão do financiamento do Apoio Matricial e Institucional entre redes e políticas públicas é um dos grandes desafios ao SUS e ao SUAS. A articulação entre a Política Nacional de Assistência Social/PNAS, com a Política Nacional de Educação Permanente em Saúde, a Política Nacional de Educação Permanente do SUAS e outras políticas públicas e sociais afins, é um desafio gigante, mas um caminho que tem sido trilhado e conta com as contribuições e apoio da “Rede de Suporte Mútuo aos Trabalhadore(a)s-Usuários e Trabalhadore(a)s da Rede Nacional de Atenção Integral à Saúde do Trabalhador/RENAST-SUS, da Rede de Atenção Psicossocial/RAPS e do Sistema Único de Assistência Social/SUAS" (Merhy-Silva, 2012).

Abstract:
The objective of this intervention article is to point out some of the challenges that the exercise of Matrrix and Institutional Support between networks and public policies impose on the Unified Health System/SUS and the Single Social Assistance System/SUAS. The production of the Institutional Analysis-Mental Health- Collective Health-Social Service links is a common point among the authors-actors gathered here. Transversity, intersectorality and transdisciplinary age are some of the challenges of the acting between networks and public and social policies. It is from the institutionalization of the National Humanization Policy/PNH-HumanizaSUS in the Ministry of Health that the Matrix and Institutional Support is formalized within a public policy. The issue of financing the Matrix and Institutional Support between networks and public policies is one of the great challenges to SUS and SUAS. The articulation between the National Policy on Social Assistance/PNAS, the National Policy on Permanent Education in Health, the National Policy on Continuing Education of SUAS and other related public and social policies is a giant challenge, but one that has been the contributions and support of the “Mutual Support Network for Workers of tlhe National Network of Integral Attention to Worker’s Health/RENAST-SUS, the Network of Psychosocial Care/RAPS-SUS and the Single Social Assistance System/SUAS” (Merhy-Silva, 2012).
