ANÁLISE DO PROCESSO DE PREMIAÇÃO DAS ÁREAS INTEGRADAS DE SEGURANÇA NO RIO DE JANEIRO: UMA ABORDAGEM MULTICRITÉRIO
O presente estudo objetivou efetuar comparação entre o método utilizado no sistema integrado de metas para criação de ranking entre as Áreas Integradas de Segurança Pública – AISP, para premiação por produtividade no Estado do Rio de Janeiro e o método de apoio multicritério à tomada de decisão para um problema relativo a ordenação denominado Preference Ranking Organization Method for Enrichment Evaluations – PROMETHEE II. Utilizou-se para efeitos desta pesquisa, a base de dados da 12ª. edição do sistema integrado de metas relativo premiação do 1º. semestre de 2015. Esta edição foi escolhida, pois foi a que apresentou maior número de AISPs empatadas em primeiro lugar, tendo o custo de todo processo ter sido superior a 50% do somatório das onze edições anteriores. O resultado do método PROMETHE II, apresentou alteração de posição em mais de 85% da classificação total, com alterações significativas entre as quatro primeiras posições, com alteração de posições e inclusões neste conjunto, sem empates e com classificações distintas. Aplicação do PROMETHE II efetuou a eliminação do efeito compensatório dos critérios que afetam os cálculos baseados em médias, proporcionou um ranking mais bem definido, sem empates nas primeiras posições o que impactaria programa de premiação com redução significativa do custo.

Abstract:
The present study aimed to compare the method used in the integrated system of goals to create ranking among the Integrated Public Security Areas - AISP, for productivity awards in the State of Rio de Janeiro and the method of multicriteria support for decision making A problem related to the ordination called Preference Ranking Organization Method for Enrichment Evaluations - PROMETHEE. It was used for the purposes of this research, the database of the 12th. Edition of the integrated system of goals relative to the 1st prize. Semester of 2015. This edition was chosen because it was the one that presented the highest number of AISPs tied in the first place, and the cost of the whole process was more than 50% of the sum of the eleven previous editions. The result of the PROMETHE II method presented a change of position in more than 85% of the total classification, with significant changes between the first four positions, with changes in positions and inclusions in this group, without ties and with different classifications. Application of PROMETHE II eliminated the compensatory effect of the criteria that affect the calculations based on averages, provided a better defined ranking, without draws in the first positions which would impact the awards program with a significant cost reduction.
