A TRAMITAÇÃO DA LEI “DARCY RIBEIRO” E INFLUÊNCIA DAS DIRETRIZES PARA EDUCAÇÃO DO BANCO MUNDIAL PARA A AMÉRICA LATINA
Trata-se de uma análise bibliográfica-documental sobre o processo de elaboração e tramitação da Lei de Diretrizes e Bases para a Educação Nacional (LDB nº. 9394/96) e as diretrizes para educação do Banco Mundial para a América Latina, traçando um paralelo entre as mesmas a fim de avaliar as consequências das influências das organizações internacionais de investimentos em relação à legislação brasileira, que repercutem de maneira decisiva no ensino. As políticas neoliberais que orientam a educação brasileira, contribuíram para o aumento da pobreza da população, aprofundando a desigualdade, bem como não desenvolvem a consciência crítica dos educandos e, até mesmo de educadores e trazem, camuflados interesses que conduzem à exclusão social. Além disso, este trabalho fará também uma breve análise da biografia de Darcy Ribeiro (1922-1997), autor da lei que mais tarde levaria seu nome em póstuma homenagem. A lei sancionada em dezembro de 1996, 35 anos depois da promulgação da primeira LDB e, em substituição a outro projeto que tramitou no Congresso Nacional por oito anos (1988 a 1996), elaborada por educadores, gerou bastante polêmica, uma vez que a mesma possibilita diversas interpretações e omite assuntos importantes, como o processo de avaliação institucional e a fragmentação do ensino superior.

Abstract:
This is a bibliographical-documentary analysis of the process of elaboration and processing of the Law of Directives and Bases for National Education (LDB nº. 9394/96), in portuguese Lei de Diretrizes e Bases para a Educação Nacional, and the guidelines for education of the World Bank Group for Latin America, comparing them in order to assess the consequences of the influences of international investment organizations in relation to brazilian legislation, which have a decisive impact on education. The neoliberal policies that guide brazilian education have contributed to the increase in the population's poverty, deepening inequality, as well as failing to develop the critical awareness of students and even educators and bring camouflaged interests that lead to social exclusion. In addition, this work will also make a brief analysis of the biography of Darcy Ribeiro (1922-1997), author of the law that would later bear his name in posthumous homage. The law enacted in December 1996, 35 years after the promulgation of the first LDB and, replacing another project that passed through the National Congress for eight years (1988 to 1996), drawn up by educators, generated a lot of controversy, since it it allows for different interpretations and omits important issues, such as the institutional evaluation process and the fragmentation of higher education.
