Abstract: This is a qualitative field study with an exploratory design, using data collection through unstructured interviews and a questionnaire with open- and closed-ended questions. The overall objective was to analyze how the government implements the FNS policy for teaching professionals in public basic education systems in Manaus, Amazonas. Hunger affects 43.2 million people in Latin America, and the COVID-19 pandemic increased the number of hungry people by 17% between 2019 and 2022. Several policies have been implemented to combat hunger in Brazil, such as the National Food and Nutrition Program (PNAA), the National Food and Nutrition Program (SISAN), and the Brazilian Food and Nutrition Fund (PBF). The PBF alone transferred US$10.674 billion in 2023. The national food insecurity rate is 36.7%, and in rural areas, it is 46.4%. Severe food insecurity affects 4.6% of the population and is highest in the North and Northeast regions. Food prices in Brazil are higher in dollar terms than in the other countries analyzed. The investigation revealed the inertia of the municipal government, which is unable to guarantee food and nutrition security to those under investigation.
