A RELAÇÃO EXECUTIVO-LEGISLATIVO NA ESFERA LOCAL: O CASO DO MUNICÍPIO DE BAIÃO (PARÁ) NOS GOVERNOS JANDIRA (2005-2008) E SACI (2009-2012).
A relação entre os poderes Executivo e Legislativo passaram a ter uma atenção diferenciada nos estudos da Ciência Política. A partir disso e observando a necessidade de mais pesquisas sobre o assunto no âmbito dos municípios, parte-nos a intenção de pesquisar esta relação em um município que foge das características encontradas nos trabalhos sobre este campo. Esta pesquisa analisa a relação entre o poder executivo e o poder legislativo em um município com menos de 50 mil habitantes e com um número reduzido de parlamentares em relação a cidades de médio e grande porte, em especial na Amazônia brasileira. O município de Baião no Pará é o campo de estudo em dois períodos com prefeitos e vereadores distintos, analisou-se a relação entre poderes e suas influências na gestão pública e no desenvolvimento da produção parlamentar. Com os resultados obtidos concluímos que mesmo através de diferentes modos e atores, segue-se um modelo de interação nas construções de maiorias, pouco diferindo um do outro, porém com resultados eleitorais dessemelhantes.

Abstract:
The relationship between the Executive and Legislative powers has come to have a differentiated attention in the studies of Political Science. From this and observing the need for more research on the subject within the scope of the municipalities, we intend to research this relationship in a municipality that differs from the characteristics found in the works on this field. This research analyzes the relationship between the executive and the legislative powers in a municipality with less than 50 thousand inhabitants and with a reduced number of parliamentarians in relation to medium and large cities, especially in the Brazilian Amazon. The municipality of Baião in Pará is the field of study in two periods with different mayors and councilors, the relationship between powers and their influences on public management and the development of parliamentary production was analyzed. With the results obtained we conclude that even through different modes and actors, an interaction model is followed in the construction of majorities, little differing from each other, but with dissimilar electoral results.
