A REINVENÇÃO DA DEMOCRACIA ATRAVÉS DA PARTICIPAÇÃO POLÍTICA LOCAL NA DEFESA DO ESTADO DEMOCRÁTICO DE DIREITO
O Estado Democrático de Direito Brasileiro está deixando de exercer sua função constitucional básica, que consiste em promover a efetivação dos direitos fundamentais sociais para que a população tenha qualidade de vida e dignidade humana. Desemprego, miséria, violência, saúde e educação que estão sendo relegada, a prioridade dos objetivos de mercado sobre a população, economia nacional em franca recessão e falta de comprometimento dos governos estão levando a uma situação insustentável de dor e sofrimento. O presente artigo, baseado em pesquisa bibliográfica e sob a inspiração do método hipotético-dedutivo, debate soluções para reverter este quadro e aponta para uma revitalização da cidadania e da participação política como elemento condutor de mudanças para uma nova realidade de justiça social, na qual o cidadão volte a ser o elemento central de atuação do Estado.

Abstract:
RESUME
The Brazilian Democratic State is failing to exercise its basic constitutional function, which consists of promoting the realization of fundamental social rights so that the population has quality of life and human dignity. Unemployment, misery, violence, health and education that are being relegated, the priority of market objectives over the population, the national economy in deep recession and lack of commitment from governments are leading to an unsustainable situation of pain and suffering. This article, based on bibliographical research and inspired by the hypothetical-deductive method, debates solutions to reverse this situation and points to a revitalization of citizenship and political participation as a driver of change for a new reality of social justice, in which the citizen returns to being the central element of action of the State.
