A PERSPECTIVA DA POBREZA NA CAMPANHA DE ACM NETO DE 2012 E AS POLÍTICAS DE ENFRENTAMENTO
Este artigo visa discutir como o
agente público Antônio Carlos de Magalhães
Neto (ACM Neto), atual prefeito de Salvador,
aborda a política social de combate à pobreza
na sua campanha eleitoral de 2012. O trabalho
analisa também as políticas públicas de
enfrentamento da pobreza que foram adotadas
em sua gestão. Para tanto discute o conceito de
pobreza, a partir das teorias sociais culturalista
e marxista. Além disso, discute brevemente o
chamado “Carlismo” e a tipologia de políticas
públicas. Como metodologia foi realizada a
análise qualitativa das vinhetas de campanha,
seguida da análise de dois programas
apresentados pela Secretaria de Promoção
Social e Combate à Pobreza, o programa
municipal de educação Primeiro Passo e o
Programa Nacional de Acesso ao Ensino
Técnico e Emprego – PRONATEC. Percebe-se
na abordagem da pobreza na campanha carlista
e nas políticas públicas para seu enfrentamento
que ACM Neto tem uma perspectiva culturalista
e neoliberal da pobreza, a qual é reduzida a
carência de renda, além disso, o sujeito nesta
condição é o responsável por seu estado e o
reprodutor de sua pobreza. Conclui-se que para
o eficaz combate a pobreza faz-se necessário
ampliar o seu conceito, entendendo-a como
a incapacidade do indivíduo viver todo o seu
potencial humano, assim as políticas públicas
de enfrentamento devem ser baseadas
na perspectiva do desenvolvimento para a
liberdade do sujeito.

Abstract:
This article aims to discuss how
Antônio Carlos de Magalhães Neto (ACM
Neto), current mayor of Salvador, addresses
the social policy of fighting poverty in his 2012
electoral campaign. This study also analyzes the
public policies for confronting the poverty that
were adopted in his management, discussing
the concept of poverty trought the culturalist
and Marxist social theories. In addition, it
briefly discusses the so-called “Carlismo” and
the typology of public policies. The chosen
methodology was the qualitative analysis of
the electoral campaign & mottos, followed by
the analysis of two programs presented by
the Secretariat for Social Promotion and Poverty Alleviation, the Municipal First Step
Education Program and the National Program for Access to Technical Education and
Employment - PRONATEC. It is clear according to the approach of poverty in the
Carlista campaign and in the public policies for its confrontation that ACM Neto has
a culturalist and neoliberal perspective of poverty, which reduces the lack of income,
besides, the indivdual in this condition is responsible for his / her own state and the
responsible of their poverty. The conclusion highlights that for the effective fight against
poverty it is necessary to broaden its concept, understanding it as the inability of the
individual to live their full human potential, so public policies of poverty confrontation
must be based on the perspective of development for freedom of the individual.
