A Participação do Congresso na formulação da Política Externa do Peru
Esta pesquisa buscou entender em que medida um sistema democrático que se organiza na disposição dos três poderes: Legislativo, Executivo e Judiciário, formula sua política externa e qual é o grau de relevância do sistema legislativo dentro dessa formulação. Nessa medida coube aqui analisar as legislaturas, os partidos e as discussões dentro da Comissão de Relações Exteriores desde os anos 2000 até 2015 para compreender a influência legislativa dentro do debate. A participação do Peru nos blocos econômicos da Aliança do Pacífico, Comunidade Andina e União das Nações Sul-americanas também é objeto de análise dessa pesquisa, uma vez que a integração dos países latino americanos interfere diretamente na economia peruana. Nesse sentido, esteve em pauta a crise dos valores democráticos e a baixa participação popular no que compete à política externa peruana e a concentração de decisões por parte do poder Executivo.

Abstract:
This research sought to understand to what extent a democratic system that is organized in the disposition of the three powers: Legislative, Executive and Judiciary, formulates its foreign policy and what is the degree of relevance of the legislative system within this formulation. To that extent, it was incumbent here to analyze the legislatures, parties and discussions within the Committee on Foreign Affairs since the 2000 up to 2015 to understand the legislative influence within the debate. Peru's participation in the economic blocs of the Pacific Alliance, Andean Community and Union of South American Nations is also the object of analysis in this research, since the integration of Latin American countries directly affects the Peruvian economy. In this sense, the crisis of democratic values and the low popular participation in what concerns Peruvian foreign policy and the concentration of decisions by the Executive power were at issue.
