A MATEMÁTICA DAS PENSÕES EM PORTUGAL: HISTÓRIA RECENTE
Embora apresente os seus aspetos particulares, não se pode dizer que a história da proteção social em Portugal seja muito diferente da de outros países. Aliás, se se excetuarem os exemplos pioneiros da Prússia e da Dinamarca, no século dezanove, e do Reino Unido, já depois da segunda guerra mundial, quando se aprecia a evolução da proteção social nos países europeus, conclui-se que existem muitos traços comuns num grande número de casos.
A ocorrência de contingências tais como a morte prematura, a invalidez e o próprio envelhecimento implica frequentemente uma perda de rendimentos, que pode ser muito gravosa. Por essa razão, estas contingências estiveram presentes em todos os esforços realizados no país, com o objetivo de estabelecer um sistema de assistência/proteção/segurança/estado social. Assim, ao longo dos anos, várias soluções legislativas foram surgindo, com maior ou menor sucesso prático, tendo o propósito da atribuição de prestações adequadas, na medida das possibilidades, aos atingidos.
Paralelamente a este avanço, desafios de múltiplas ordens se foram colocando com o passar do tempo, exigindo um tratamento analítico adequado das questões. Em especial, nos últimos anos, grande tem sido a apreensão suscitada pelo duplo envelhecimento evidenciado pelas pirâmides etárias, devido ao duplo perigo que representa para a sustentabilidade dos sistemas, tanto a nível das prestações públicas como dos planos e fundos privados de pensões.
O trabalho presente procura fazer o levantamento dos aspetos de Matemática Atuarial que acompanharam a evolução observada, com natural particular destaque para o período mais recente. Sublinha-se o papel principal que tem desempenhado na procura de soluções que viabilizem a continuidade das prestações.

Abstract:
Although it shows a few particular aspects, it cannot be said that the history of social protection in Portugal is very different from that in other countries. In fact, except for the pioneering examples of Prussia and Denmark, in the nineteenth century, and of the United Kingdom, after the Second World War, when one considers the evolution of social protection in most European countries, it is noticeable that many common features can be identified in a large number of cases.
Given the seriousness of the consequences resulting from its occurrence, the concern with situations of premature death, disability and old age was present in all efforts made in the country with the aim of establishing a system of assistance / protection / security / welfare state. Thus, over the years, several legislative solutions have emerged, with greater or lesser practical success, with the purpose of attributing adequate benefits, as far as possible, to those affected by such contingencies.
In parallel with this advance, challenges of multiple orders have been posed over time, requiring an appropriate analytical treatment of the issues. In particular, in recent years, the apprehension caused by the double aging shown by the age pyramids has been great, due to the double danger it represents for the sustainability of the pension schemes, both public and private.
The present work seeks to survey the aspects of Actuarial Mathematics that go along with the observed evolution, with a particular emphasis on the most recent period. The main role it has played in the search for solutions that enable the continuity of benefits is underlined.
