A LIGAÇÃO ENTRE OS DIREITOS HUMANOS E A SEGURANÇA PÚBLICA
Este artigo tem por objetivo discorrer sobre aspectos relacionados à segurança pública e direitos humanos. Estabelecendo considerações acerca do que se deve compreender por Direitos Humanos. Analisaram-se os desafios existentes nas questões de segurança pública e direitos humanos, discutindo a relação desses temas, no processo de luta por direitos humanos e conquista da cidadania, assim como, a atuação do sistema de segurança nesse cenário. Muitas críticas se fazem à Polícia e aos seus componentes, defensores dos direitos humanos acusam os órgãos mantenedores da segurança pública de violar esses direitos, queixam-se de abusos policiais. Em contrapartida, os agentes públicos sofrem com a perda de servidores, deixando famílias desesperadas, viúvas e muitos órfãos de pai ou mãe. Desde que a Segurança Pública não corresponde às necessidades, o povo clama por reformas e melhor Segurança Pública, mas a Polícia e seus componentes foram excluídos do debate público, os servidores estão decepcionados com a instituição e frustrados como profissionais. A segurança é um direito fundamental do cidadão, garantido para que, de forma indireta, sejam protegidos outros direitos fundamentais, como a vida, a integridade física, as liberdades individuais e o patrimônio.

Abstract:
This article aims to discuss aspects related to public security and human rights. Establishing considerations about what should be understood by Human Rights. The existing challenges in issues of public security and human rights were analyzed, discussing the relationship of these themes, in the process of fighting for human rights and winning citizenship, as well as the performance of the security system in this scenario. Many criticisms are made of the Police and its components, human rights defenders accuse the bodies that maintain public security of violating these rights, complain of police abuses. In contrast, public officials suffer from the loss of civil servants, leaving families desperate, widowed and many orphans. Since Public Security does not meet the needs, the people are calling for reforms and better Public Security, but the Police and its components have been excluded from the public debate, the civil servants are disappointed with the institution and frustrated as professionals. Security is a fundamental right of the citizen, guaranteed so that, indirectly, other fundamental rights are protected, such as life, physical integrity, individual freedoms and property.
