A INFORMAÇÃO GEOGRÁFICA E AS POLÍTICAS PÚBLICAS GRELHA DE ANÁLISE:TEORIA GERAL DOS SISTEMAS, NEO-INSTITUCIONALISMO E REDES POLÍTICAS
A presente composição, tem como
objetivo: a) contextualizar o tema “A Informação
Geográfica (IG) e as políticas públicas” à luz de
três teorias; duas teorias macro - Teoria Geral
dos Sistemas (TGS) e Neo-Institucionalismo
- e uma teoria de médio alcance - Redes
Políticas; b) compreender o que é a “arena”,
o tipo de política sobre as políticas públicas, a
importância da sua análise e o papel do governo
nesse processo; c) compreender o que é a IG,
os Sistemas de Informação Geográfica (SIG) e
Infraestruturas de Informação Geográfica (IIG);
e d) integrar o tema na “arena”, tipo de política
sobre as políticas públicas, contributo para a sua
análise e com base na IG o papel do governo
nesse processo, tendo por base uma grelha de
análise á luz da TGS, do Neo-Institucionalismo
e da teoria de Redes Políticas. Para alcançar
o objetivo referido supra efetua-se uma revisão
de literatura no campo da ciência da informação
geográfica e no campo das políticas públicas.
Considera-se que, com base na revisão de
literatura e para cumprir o objetivo do artigo, é
necessário responder às seguintes questões: i)
Que relação entre a IG e as Políticas Públicas?
ii) Como se enquadra a “arena” da IG à luz da
TGS? iii) Como se enquadra a “arena” da IG à
luz da teoria Neo-Institucionalista? iv) Como se
enquadra a “arena” da IG à luz da teoria Redes
Políticas?

Abstract:
The present composition aims
to: a) to contextualize the theme “Geographic
Information (GI) and public policies” in the light
of three theories; two macro theories - General
Systems Theory (GST) and Neo-Institutionalism
- and a medium-range theory - Policy Networks;
b) understanding the “arena”, the type of policy
on public policy, the importance of its analysis,
and the role of government in this process;
c) understand what is the GI, Geographic
Information Systems (GIS) and Geographic
Information Infrastructures (GII); and d) to
integrate the theme in the “arena”, type of policy
on public policy, contribution to its analysis and
based on the IG the role of the government in this process, based on a grid of analysis
in the light of GST, Neo-Institutionalism and the theory of Policy Networks. In order to
reach the objective mentioned above, a literature review is carried out in the field of
geographic information science and in the field of public policy. It is considered that,
on the basis of the literary review and to fulfill the purpose of the article, the following
questions need to be answered: i) What relationship between GI and Public Policy? ii)
How does the “arena” of the GI fit into the light of the GST? iii) How does the “arena” of
GI fit in the light of the Neo-Institutionalist theory? iv) How does the “arena” of GI fit in
the light of the Policy Networks theory?
