A IMPLANTAÇÃO DO SISTEMA ELETRÔNICO DE INFORMAÇÕES NO CENTRO DE SERVIÇOS COMPARTILHADOS DA SECRETARIA DE ESTADO DE PLANEJAMENTO E GESTÃO DE MINAS GERAIS
As informações criadas e utilizadas
pelo setor público devem ser efetivamente
gerenciadas. No poder Executivo do Estado
de Minas Gerais, observavam-se esforços
direcionados ao estabelecimento de leis e
sistemas para realização da gestão documental,
mas sem sucesso. A análise de novas alternativas
para a gestão eletrônica de documentos levou
à adoção do Sistema Eletrônico de Informações
(SEI). Entretanto, indagava-se o risco de que
tal solução novamente não fosse efetiva. Este
trabalho tem por objetivo analisar o processo
de implantação do SEI, especificamente no
Centro de Serviços Compartilhados (CSC)
da Secretaria de Estado de Planejamento e
Gestão de Minas Gerais (SEPLAG-MG). Tratase
de uma pesquisa descritiva, com abordagem
qualitativa, baseada no levantamento da
legislação associada à gestão documental e
na realização de entrevistas com os principais
atores envolvidos no processo. Utiliza-se como
eixo teórico a perspectiva neoinstitucionalista,
já que arranjos institucionais representam
papéis chave na adoção de uma tecnologia.
Os resultados obtidos demonstram a existência
de elementos que sustentaram a implantação
do SEI no CSC e que o próprio sistema
pode ser entendido como um instrumento
de institucionalização da política de gestão
documental.

Abstract:
Information created and used by
the public administration must be effectively
managed. In the public administration of Minas
Gerais, there were efforts to establish laws
and systems for document management, but
they didn’t find positive results. The analysis of
new alternatives of electronic document management systems led to the adoption of
the Electronic Information System (SEI). However, it is importante to inquire the risk
that this solution is again not effective. This paper aims to analyze the process of
implementation of the SEI, specifically at the Shared Services Center (CSC) of the
Minas Gerais’ Planning and Management State Secretariat (SEPLAG-MG). This is a
descriptive research, with a qualitative approach, based on the survey of the legislation
associated with document management and interviews with the main actors involved
in the process. The neoinstitutionalist perspective is used as a theoretical axis, since
institutional arrangements play key roles in the adoption of a technology. The results
show the existence of elements that supported the implantation of SEI in the CSC
and that the system itself can be understood as an instrument of institutionalization of
document management policy.
