A GESTÃO DE RESÍDUOS NA CIDADE DE SANTOS APÓS 10 ANOS DA LEI 12.305 – DIAGNÓSTICO, CONQUISTAS E OPORTUNIDADES
A Lei 12.305/2010 instituiu a Política Nacional de Resíduos Sólidos (PNRS) trazendo responsabilidades para os Estados, Distrito Federal e Municípios, oferecendo condições para o avanço necessário no enfrentamento dos principais problemas ambientais, sociais e econômicos decorrentes do manejo inadequado dos resíduos sólidos. Ao completar 10 anos de sua vigência é importante efetuar levantamento dos avanços obtidos, identificando resultados e eventualmente apontando lacunas, oportunidades ainda não exploradas e indicando caminhos sustentáveis para os próximos anos. Este trabalho teve por objetivo relatar a situação da gestão de resíduos no município de Santos/SP no intervalo de 2010 até 2018 onde observou taxa de geração de resíduos superiores à participação do município no total país. Também foi observado que a gestão de resíduos trouxe significativos avanços desde a implantação do programa de coleta seletiva, ao mesmo tempo o Gestor Público enfrenta o desafio de adequação do local de destinação final dos resíduos e há oportunidades para a geração de receita, emprego e renda com o aproveitamento energético dos resíduos dispostos em aterro sanitário

Abstract:
Law 12.305 / 2010 established the National Solid Waste Policy (PNRS), bringing responsibilities to the States, Federal District and Municipalities, providing conditions for the necessary progress in addressing the main environmental, social and economic problems arising from the inadequate management of solid waste. After completing 10 years of its effectiveness, it is important to survey the advances obtained, identifying results and eventually pointing gaps, opportunities not yet explored and indicating sustainable paths for the coming years. This paper aimed to report the situation of waste management in the municipality of Santos / SP between 2010 and 2018 where it observed a rate of waste generation higher the participation of the municipality in the total country. It was also noted that waste management has brought significant advances since the implementation of the selective collection program, while the Public Manager faces the challenge of adapting the final destination of waste and there are opportunities for revenue, employment and income generation. with the energetic utilization of the waste disposed in landfill.
