Abstract: This paper aims to analyze the process of implementation and structuring of the Center for Technological Innovation (NIT) at the National Institute of the Semi-Arid (INSA), focusing on the procedures implemented to optimize the processes of innovation management, registration and technology transfer. The creation and structuring of the NIT INSA resulted in the development of the Institute's competencies, such as the strengthening of the culture of innovation; the improvement in the management of intellectual property; the increase in the visibility of the research developed by INSA; and the creation of a collaboration network, based on the implementation of the NIT Northeast Arrangement. Despite the advances, the NIT INSA still faces some challenges, common to most NITs of the ICTs in Brazil, the most evident being the high staff turnover, the lack of its own budget and permanent positions at the NIT, which limit its performance and the planning and implementation of new initiatives; the level of technological maturity of the research, which ends up hindering its transfer to the market. To this end, the proposed solutions would necessarily involve stabilizing the team, strengthening financial management, promoting applied research with greater potential for practical application, and offering training programs to researchers and NIT collaborators to improve their knowledge in innovation management, intellectual property, and technology transfer.
