A FORÇA SIMBÓLICA DAS POLÍTICAS DE COTAS DE GÊNERO NO BRASIL
RESUMO: O feminismo é um movimento reivindicatório de direitos e questionador do sistema patriarcal ainda vigente em diversas sociedades contemporâneas. As reivindicações desse movimento sobre a independência, igualdade, poder de decisão e participação das mulheres, esbarraram na forte presença masculina no poder hegemônico político, o que vem inibindo ou dificultando, estrategicamente, o acesso das mulheres aos cargos de representação e sua atuação política. Para alterar esse cenário no Brasil, em 1995, a Lei n. 9.100, fez prever em seu artigo 11, §3º, cotas femininas, onde ao menos vinte por cento das vagas de cada partido ou coligação deverão ser preenchidas por candidatas mulheres. Ocorre que a despeito da previsão legal e de a maioria da população brasileira ser composta por mulheres, o que se observa é uma tímida participação feminina não apenas na vida pública, como também na tomada de decisão. O que se questiona diante disso é: há eficácia da política de cotas de gênero no Brasil? Diante disso, o presente trabalho pretende avaliar, através da análise de dados oficiais do governo brasileiro, se as alterações legislativas normatizando a Política de Cotas de Gênero no Poder Legislativo foi capaz de alterar o cenário historio de ausência de representatividade feminina nas câmaras de poder. No presente artigo, utilizou-se de pesquisa teórico-bibliográfica e análise normativa.

Abstract:
ABSTRACT: Feminism is a movement that claims rights and questions the patriarchal system that still prevails in several contemporary societies. The demands of this movement on the independence, equality, decision-making power and participation of women, came up against the strong male presence in the political hegemonic power, which has been strategically inhibiting or hindering women's access to positions of representation and their political performance. To change this scenario in Brazil, in 1995, Law no. 9,100, made provision in its article 11, §3º, female quotas, where at least twenty percent of the vacancies of each party or coalition must be filled by female candidates. It turns out that despite the legal provision and the majority of the Brazilian population is composed of women, what is observed is a timid female participation not only in public life, but also in decision-making. What is questioned in the face of this is: is the gender quota policy effective in Brazil? In light of this, the present work intends to evaluate, through the analysis of official data from the Brazilian government, whether the legislative changes standardizing the Gender Quota Policy in the Legislative Branch were able to change the historical scenario of the absence of female representation in the chambers of power. In the present article, theoretical-bibliographic research and normative analysis were used.
