A EDUCAÇÃO ESPECIAL NO CONTEXTO DO PLANO NACIONAL DE EDUCAÇÃO 2014-2024
A meta 4 do Plano Nacional de Educação – PNE (2014-2024), sancionado por intermédio da lei Nº 13.005/14, preconiza universalizar o ensino para o Público-alvo da Educação Especial (PAEE). Este artigo constitui-se de uma reflexão sobre a Educação Especial no contexto do PNE (2014-2024). A metodologia desse trabalho é de caráter bibliográfico, em que buscamos explicitar os desafios e estratégias para o cumprimento da meta 4. Tivemos como base teórica autores como: Aguiar (2010), Mazzotta (2011), entre outros. O artigo se organiza em seções, em que na primeira, trataremos sobre a abordagem histórica da Educação Especial no Brasil. Na segunda seção, trataremos sobre o surgimento do PNE, tendo em vista sua legalidade. A terceira seção, o foco é a analise da meta 4 e seu monitoramento. Os resultados evidenciam falhas nos indicadores para o cumprimento da meta, onde o maior desafio está no financiamento, pois com a aprovação da PEC 241, em dezembro de 2016, limita a elevação do orçamento do Poder Executivo e, consequentemente o do MEC.

Abstract:
The Goal 4 of the National Education Plan - PNE (2014-2024), sanctioned through Law No. 13,005 / 14, advocates universal teaching for the Special Education target audience (PAEE). This article is a reflection on Special Education in the context of the PNE (2014-2024). The methodology of this work is bibliographic, in which we aim to demonstrate the challenges and strategies for achieving goal 4. We had theoretical basis authors such as: Aguiar (2010), Mazzotta (2011), among others. The article is organized in sections, in the first, we will deal with the historical approach to Special Education in Brazil. In the second section, we will deal with the emergence of the PNE, in view of its legality. The third section focuses on the analysis of goal 4 and its monitoring. The results show flaws in the indicators for achieving the goal, which finance is the biggest challenge, since the approval of PEC 241, in December 2016, that limits the increase in the Executive Branch's budget and, consequently, that of the Ministry of Education.
