A DESPROTEÇÃO SOCIAL EM MOMENTOS DE CRISE E OS NOVOS DESAFIOS PARA A POLÍTICA DE ASSISTÊNCIA SOCIAL:A PANDEMIA DA COVID-19 NO MUNICÍPIO DE CHAPECÓ-SC.
Este estudo busca refletir sobre os dilemas da Proteção Social Brasileira instituída na Constituição Federal de 1988 através da Seguridade Social. Constrói-se a análise, a partir das trajetórias das políticas de Saúde, Previdência Social e Assistência Social, consideradas como o tripé da Seguridade Social. O objetivo desse trabalho é analisar as expressões da desproteção social durante a pandemia da covid-19, no Brasil e no Município de Chapecó-SC, situando os novos desafios para a política de Assistência Social. Demonstra-se que a Seguridade Social apesar dos seus avanços ainda não foi implementada conforme previsto na Constituição Federal de 1988. Busca-se realizar uma análise sobre as desproteções sociais que afetam as pessoas mais vulneráveis em momento de pandemia, analisando dados referentes ao desemprego e investimentos do Governo Federal com benefícios assistenciais. Nesse contexto a Política de Assistência Social ganha relevância na tentativa de mitigar a possibilidade do surgimento de uma nova pandemia, “a pandemia da pobreza”. Os desafios postos são muitos e mediante as necessidades dos seus usuários, as equipes tentam evitar a todo custo as aglomerações, já que essa é a principal via de proliferação do novo Coronavírus, bem como buscam promover visitas/atendimentos domiciliares e busca ativa, quando necessário, tentando garantir dessa forma a proteção dos sujeitos que possam ter algum direito violado. A presente pesquisa foi do tipo documental baseada na análise de dados do IBGE Cidades, Portal da Transparência do Tesouro Nacional e do Ministério da Cidadania, e também pesquisa bibliográfica sobre as produções mais atuais acerca do tema.

Abstract:
This study seeks to reflect on the dilemmas of Brazilian Social Protection instituted in the Federal Constitution of 1988 through Social Security.The analysis is constructed from the trajectories of the Health, Social Security and Social Assistance policies, considered as the tripod of Social Security. The objective of this work is to analyze the expressions of social deprotection during the covid-19 pandemic in Brazil and in the municipality of Chapecó-SC, situating the new challenges for the Social Assistance policy. It shows that Social Security, despite its advances, has not yet been implemented as foreseen in the Federal Constitution of 1988. An attempt is made to carry out an analysis of the social deprotections that affect the most vulnerable people in times of pandemic, analyzing data on unemployment and Federal Government investments with assistance benefits. In this context, the Social Assistance Policy gains relevance in an attempt to mitigate the possibility of the emergence of a new pandemic, “the poverty pandemic”. The challenges posed are many and according to the needs of its users, the teams try to avoid agglomerations at all costs, since this is the main route of proliferation of the new Coronavirus, as well as seeking to promote visits and home care and active search, when necessary , trying to guarantee in this way the protection of the subjects that may have some violated right. This research was of the documentary type based on data analysis from IBGE C cities, Transparency Portal of the National Treasury and the Ministry of Citizenship, and also bibliographic research on the most current productions on the subject.
