A AUSÊNCIA DE INTEGRAÇÃO TERRITORIAL E A DETERIORAÇÃO OPERACIONAL DO MODELO DE BRT NO RIO DE JANEIRO: O CASO DA LINHA TRANSCARIOCA
A comunicação trata do problemático funcionamento do modelo de BRT na cidade do Rio de Janeiro, com uma prematura e rápida deterioração de sua operação e manutenção, causando fortes constrangimentos aos deslocamentos das pessoas, e sua concepção separada do território, contraditando com suas premissas básicas estabelecidas pelo Plano de Mobilidade Urbana Sustentável do Rio de Janeiro (PMUS-Rio). O objetivo do estudo visa apontar os elementos que contribuem para a configuração do quadro de deterioração, e analisar o desvirtuamento do serviço, tomando como exemplo emblemático o caso da linha Transcarioca, por ser a que atravessa áreas mais densas e com maior número e mais importantes e diversificadas atividades e funções. O estudo tem característica qualitativa, com observação direta de campo, combinada com aporte de dados secundários, tendo suporte teórico em autores da literatura sobre o tema de transportes, que o tratam para além de sua operacionalidade técnica, tomando-o também por sua função social e atentos a questão da equidade social e da relação com o planejamento do território. O Sistema de BRT Carioca vem deixando de cumprir um importante e fundamental papel dos sistemas de transporte na contemporaneidade, ao não fazer da mobilidade urbana um elemento decisivo na conformação de algumas possibilidades de um desenvolvimento sócioterritorial mais equânime, que pudesse, talvez, contribuir para o desenvolvimento de ações afirmativas em algumas áreas urbanas mais desfavorecidas do Rio de Janeiro, ajudando na construção de um quadro de melhor equidade social.

Abstract:
The communication deals with the problematic functioning of the BRT model in the city of Rio de Janeiro, with a premature and rapid deterioration of its operation and maintenance, causing strong constraints to people's displacements, and its separate conception of the territory, contradicting its basic premises established by the Sustainable Urban Mobility Plan of Rio de Janeiro (PMUS-Rio). The aim of the study aims to point out the elements that contribute to the configuration of the deterioration situation, and to analyze the misrepresentation of the service, taking as an emblematic example the case of the Transcarioca line, because it crosses areas denser and with greater number and more important and diversified activities and functions. The study has a qualitative characteristic, with direct field observation, combined with the contribution of secondary data, having theoretical support in authors of the literature on the subject of transport, who treat it beyond its technical operationality, also taking it for its social function and attentive to the issue of social equity and the relationship with the planning of the territory. The Carioca BRT System has failed to fulfill an important and fundamental role of transport systems in contemporary times, by not making urban mobility a decisive element in the formation of some possibilities of a more equitable socio-territorial development, which could perhaps contribute to the development of affirmative actions in some more disadvantaged urban areas of Rio de Janeiro, building a framework for a better social equity.
