10ENVOLVER: FORTALECENDO A PARTICIPAÇÃO POPULAR EM CINCO MUNICÍPIOS DE MENOR IDH-M DO ESTADO DE MINAS GERAIS
Desde janeiro de 2013, o Projeto 10ENVOLVER vem sendo realizado nos
dez municípios de menor Índice de Desenvolvimento Humano Municipal (IDHM, 2001)
do estado de Minas Gerais. O Grupo de Extensão e Pesquisa em Agricultura Familiar
nos Vales do Jequitinhonha e Mucuri (GEPAF Vales) tem atuado nos municípios
mais próximos geograficamente, que são Monte Formoso, Bertópolis, Crisólita, Novo
Oriente de Minas e Setubinha, sendo o primeiro situado no Vale do Jequitinhonha e os
demais no Vale do Mucuri. O 10ENVOLVER visa contribuir com o fortalecimento das
instâncias de participação popular, uma vez que uma melhoria na participação das
pessoas nestas instâncias pode potencializar um aumento do IDH-M dos municípios
em questão. Na execução deste projeto, a demanda por capacitação foi identificada
e o GEPAF Vales foi relacionado como importante parceiro na criação de espaços
de capacitação referentes aos mais diversos temas. Para atender esta demanda, o
GEPAF Vales vem realizando ações de capacitação nestes municípios. No presente
texto, serão relatadas as oficinas de capacitação promovidas pelo GEPAF Vales no
Projeto 10ENVOLVER, no período de 2014 até o momento. Em tais oficinas, o diálogo
sempre esteve presente e os participantes eram muito incentivados a se manifestarem.
Tais espaços de capacitação podem contribuir muito para o empoderamento dos
participantes, por meio da construção de seus próprios conhecimentos, num processo
de ação e reflexão. O número de oficinas ofertadas, no entanto, ainda não foi
suficiente para atender todas as demandas apontadas pelos municípios, de forma que
se pretende dar continuidade a este projeto.

Abstract:
Since January 2013, the 10ENVOLVER Project has been carried out in the
ten municipalities with the lowest Municipal Human Development Index (IDHM, 2001) in
the state of Minas Gerais. The Extension and Research Group on Family Agriculture in
the Jequitinhonha and Mucuri Valleys (GEPAF Valleys) has been active in the nearest
geographically located municipalities, which are Monte Formoso, Bertópolis, Crisólita,
Novo Oriente de Minas and Setubinha, being the first mentioned county being located in
the Jequitinhonha Valley and the others in the Mucuri Valley. The 10ENVOLVER Project
aims to contribute to the strengthening of popular participation, since an improvement
in the participation of people in these spheres can boost an increase in the HDI-M of
the municipalities involved. In the execution of this project, the demand for training was
identified and the GEPAF Vales was related as an important partner in the creation of
training spaces referring to the most diverse topics. To meet this demand, GEPAF Vales
has been carrying out training actions in these municipalities. In the present text, it will
be reported the training workshops promoted by GEPAF Vales in the 10ENVOLVER
Project, from 2014 up to the present moment. In such workshops, dialogue was always
present and participants were strongly encouraged to speak out. Such training spaces
can greatly contribute to the empowerment of the participants, through the construction
of their own knowledge, in a process of action and reflection. However, the number
of workshops offered was not yet enough to meet all the demands pointed out by the
municipalities, so that it is intended to continue this project.
