Abstract: Circular economy proposes an economic model based on the reduction and elimination of waste and pollution, the extension of material lifecycles, and the regeneration of natural systems. In Brazil, the National Circular Economy Plan (PLANEC) 2025–2034 seeks to implement this transition and is currently in the process of diagnosing and selecting appropriate indicators. This study analyzes the applicability of the international frameworks CTI, ISO 59020, and ESRS E5 to the Brazilian context by comparing their indicators with the macro-objectives of PLANEC. The methodology included a systematic review, comparative analysis of criteria (resource flows, durability, water, energy, and financial impacts), and critical evaluation. The results show that ISO 59020 offers the broadest metric coverage, CTI stands out for its sectoral flexibility, and ESRS E5, despite its European focus, provides a solid foundation for corporate reporting. It was found that these frameworks support key PLANEC actions such as reverse logistics and circular design, but present gaps in social and regenerative dimensions. The study concludes that integrating international frameworks with PLANEC is a strategic step to strengthen circular economy governance in Brazil, requiring collaboration among government, the private sector, and academia. This work contributes with evidence to inform public policies and business practices aligned with sustainability.
