VULNERABILIDADE E POLÍTICAS PÚBLICAS COMO FOCO DO MINISTÉRIO PÚBLICO SOCIAL
O trabalho estuda a relação existente entre a vulnerabilidade humana e a necessidade de políticas públicas, dentro da dimensão do cuidado, na problemática brasileira que leva à questão acerca do que pode se valer o ser humano para defender-se da anulação de seus direitos fundamentais, em situação de impossibilidade pessoal de clamar por socorro, de se insurgir ou reaver seu direito? A pesquisa busca o novo perfil constitucional do Ministério Público, que se afasta da feição meramente criminal acusatória, tomando foco institucional de face social, para resposta ao enfrentamento das vulnerabilidades, pesquisando sua legitimidade, legalidade, importância, oportunidade, entraves, ferramentas e interação com várias instâncias profissionais com esse fim. Considera-se que o Ministério Público é um robusto anteparo institucional para trazer à luz e fiscalizar as políticas públicas, como forma de enfrentamento às vulnerabilidades.

Abstract:
This paper studies the relationship between human vulnerability and the need for public policies, within the dimension of care, in the Brazilian problematic that leads to the question of what human beings can do to defend themselves against the annulment of their fundamental rights, in a situation of personal impossibility to cry for help, to rebel or to recover their rights? The research seeks the new constitutional profile of the Public Prosecutor's Office, which moves away from the merely criminal accusatory feature, as an institutional focus of social face, to respond to the confrontation of vulnerabilities, researching its legitimacy, legality, importance, opportunity, obstacles, tools and interaction with various professional instances to this end. It is considered that the Public Prosecutor's Office is a robust institutional shield to bring to light and supervise public policies, as a way to confront vulnerabilities.
