VIGILANCIA ESTRATÉGICA COMO APORTE A LA COMPETITIVIDAD DE LA AGROINDUSTRIA ALIMENTARIA EN BOYACÁ-COLOMBIA
La agroindustria alimentaria es uno de los ejes de proyección en el marco de la política gubernamental, que pretende aumentar la productividad y la diversificación del esquema productivo, así como la competitividad, mediante estrategias e instrumentos que contribuyan a solucionar la problemática del país. Donde el departamento de Boyacá se destaca por ser reconocido como despensa agrícola, por tanto, este sector es de gran interés y amerita aportes significativos para la toma de decisiones que permitan el mejoramiento continuo de la gestión agroindustrial y qué mejor, que hacerlo mediante el uso de una herramienta integral muy importante para la competitividad del sector, como lo es la vigilancia estratégica, la cual implica la vigilancia en todas las áreas de la cadena de valor del sistema productivo. En este documento se presentan los resultados de un ejercicio de vigilancia estratégica del sector de la agroindustria alimentaria en el departamento de Boyacá, con periodo de observación de los años 2009 al 2020; la pesquisa permitió referenciar 446 publicaciones alusivas a las ramas productivas de lácteos, cárnicos, frutas y hortalizas, panela, y otros productos; para fines del estudio se organizaron en 11 áreas, en orden según su interés de publicación, así: planeación estratégica, mercados, producción y operaciones, contable y financiera, calidad, innovación, relación con stakeholders, talento humano, competitividad, tecnología, y ambiental y responsabilidad social empresarial. De igual forma se identificaron las diversas instituciones y programas académicos que aportan al conocimiento científico del sector, organizando las contribuciones según tipo de publicación sean trabajos académicos e investigativos, publicaciones, programas de apoyo y proyectos, como trabajos de grado en diferentes modalidades, artículos publicados en revistas científicas. Se determinaron las áreas temáticas de mayor interés de estudio, así como áreas con vacíos de información.

Abstract:
The food agroindustry is one of the axes of projection in the framework of government policy, which aims to increase productivity and diversification of the productive scheme, as well as competitiveness, through strategies and instruments that contribute to solve the country's problems. The department of Boyacá stands out for being recognized as an agricultural pantry, therefore, this sector is of great interest and deserves significant contributions for decision making that allow the continuous improvement of the agroindustrial management and what better than doing it through the use of a very important integral tool for the competitiveness of the sector, such as strategic surveillance, which implies the surveillance in all areas of the value chain of the productive system. This document presents the results of a strategic surveillance exercise of the food agroindustry sector in the department of Boyacá, with observation period from 2009 to 2020; the research allowed referencing 446 publications alluding to the productive branches of dairy, meat, fruits and vegetables, panela, and other products, for purposes of the study were organized into 11 areas, in order according to their publication interest, as follows: strategic planning, markets, production and operations, accounting and finance, quality, innovation, relationship with stakeholders, human talent, competitiveness, technology, and environmental and corporate social responsibility. Similarly, the various institutions and academic programs that contribute to the scientific knowledge of the sector were identified, organizing the contributions according to the type of publication, whether academic and research papers, publications, support programs and projects, such as graduate work in different modalities, articles published in scientific journals. The thematic areas of greatest interest for study were determined, as well as areas with information gaps.
