URGÊNCIA E EMERGÊNCIA NA ATENÇÃO PRIMÁRIA À SAÚDE: um olhar sobre a realidade
Na assistência à saúde, as equipes de Estratégia Saúde da Família (ESF) destacam-se pela promoção, recuperação e manutenção da saúde da comunidade adscritas, prevenindo complicações clínicas que demandariam caráter emergencial se não identificadas em tempo oportuno. Trata-se de um ensaio teórico de modo a compreender o estado da arte em relação ao assunto para que possibilitasse a fundamentação teórica. Neste sentido o objetivo central deste estudo é conhecer a assistência à saúde nos casos de urgência e emergências na Atenção Primária à Saúde (APS), identificando fatores potencializadores e dificultadores para assistência efetiva, segura e oportuna, evitando a progressão não satisfatória do agravo à saúde. Este trabalho justifica-se em entender e compreender a urgência e emergência dentro da APS diante das disparidades regionais no atendimento à saúde, onde encontram-se UBS em estruturas próprias e outras provisórias, equipes multiprofissionais incompletas, ausência de equipamentos adequados e equipe preparada tecnicamente. Conceber o modo de produção de saúde (em especial às urgências e emergências) e a sua repercussão na APS, e quais os desdobramentos possíveis para gestão e organização desses serviços em âmbito local.

Abstract:
In health care, the Family Health Strategy teams stand out for the promotion, recovery, and maintenance of the health of the enrolled community, preventing clinical complications that would require an emergency character if not identified in a timely manner. This is a theoretical essay in order to understand the state of the art in relation to the subject so that it would enable the theoretical foundation. In this sense, the main objective of this study is to know the health care in cases of urgency and emergencies in Primary Health Care, identifying potential and complicating factors for effective, safe and timely assistance, avoiding the unsatisfactory progression of the health problem. This work is justified to understand urgency and emergency in Primary Health Care in face of regional disparities in health care, where there are Basic Health Units in their own structures and other temporary ones, incomplete multiprofessional teams, lack of adequate equipment and technically prepared staff. Conceive the mode of production of health (especially urgencies and emergencies) and its repercussion in Primary Health Care, and what are the possible developments for management and organization of these services at local level.
