UMA ARENA, MUITAS DISPUTAS: UMA RECONSTRUÇÃO HISTÓRICA DOS DEBATES INTERNACIONAIS QUE PRECEDERAM O INFORME MACBRIDE
O artigo propõe a reconstrução histórica dos encontros e debates internacionais que culminaram na criação da Comissão Internacional sobre Problemas da Comunicação, no âmbito da Unesco, cujo relatório final ficaria conhecido como Informe MacBride (1980). Para isso, utilizando Pesquisa e Análise Documental como método e técnica, recorre-se a atas e informes da ONU e da Unesco ao longo da década de 1970, além da literatura específica sobre o tema produzida no âmbito do Centro Internacional de Estudos Superiores de Comunicação para a América Latina (Ciespal). Busca-se, assim, resgatar o percurso desde o ingresso do debate sobre os problemas da Comunicação e sua relação com o desenvolvimento dos países subdesenvolvidos na agenda internacional, bem como evidenciar as pressões e disputas ideológicas exercidas por atores internacionais.

Abstract:
The article proposes the historical reconstruction of the international meetings and debates that culminated in the creation of the International Commission on Communication Problems, within the scope of Unesco, whose final report would be known as Informe MacBride (1980). For this, using Document Research and Analysis as a method and technique, we use minutes and reports from the UN and Unesco throughout the 1970s, in addition to the specific literature on the topic produced within the scope of the International Center for Higher Studies in Communication for Latin America (Ciespal). Thus, it seeks to recover the path since the beginning of the debate on Communication problems and their relationship with the development of underdeveloped countries on the international agenda, as well as to highlight the ideological pressures and disputes exerted by international actors
